Construction is underway on a mixed use tower at NW 14th & Glisan. The 16 story, 174′ tall building by Ankrom Moisan Architects for developer Holland Partner Group will include 230 residential units and 6,359 sq ft of ground level retail. A property tax exemption approved by the City Council in 2016 will allow for 20% of the units in the building to be affordable to households earning no more than 80 percent of median family income. 4 levels of below-grade parking will provide room for 206 vehicles and 362 bicycles.

A project at 177 N Failing St has been submitted for Type II Design Review:

New construction of a 44,700 SF building with 88 group living rooms provided in (16) dwelling units, (2) one bedroom and (2) two bedroom apartments in four floors of type VA construction above one floor of Type IA construction which will contain 6 live-work units, amenity spaces, parking and building utilities and one below grade level containing parking and building utilities.

A project at 1723 NW 24th Ave has been submitted for building permit review by Skylab Architecture:

A project at 7220 N Burlington Ave  has been submitted for building permit review by Studio 3 Architecture:

The first building permit for 1430 NW Glisan was issued to Ankrom Moisan Architects:

STR 01 – structural permit up to the underside of level 2 for a 286,000 GSF mixed-use building with 4 levels below grade for parking. General retail on level 1. 230 residential units on levels 2-15. 200 below grade parking spaces, no mechanical install with this phase of work.

A building permit was issued to Holst Architecture for the Asian Health and Services Center at 9035 SE Foster Rd:

Construct new 3 story 30,140 sf office building with assembly space on level 3 and ground floor commercial lease space, includes onsite parking and associated site work

Focus: 33 Affordable Housing Developments Planned for Portland (images)

St Francis Park Apartments

The St Francis Park Apartments, currently under construction in the Central Eastside.

Last December the Portland Housing Bureau delivered its second annual State of Housing Report to the City Council. The report noted the many challenges facing Portland, including that in 2016 “data indicates that housing affordability in Portland in the last year has gotten worse, an issue that is disproportionately impacting low-income residents, Communities of Color, seniors, and individuals with disabilities”. Nonetheless, the report also looked at what the Bureau is doing to address these issues, including: gaining voter-approval of a $258 million Affordable Housing Bond; passage of an Inclusionary Zoning Ordinance; increasing urban renewal funding dedicated to affordable rental housing; and dedicating short-term rental revenue tax to affordable rental housing.

The report listed nearly 1,900 affordable housing units in the production pipeline, split between 33 developments. Next Portland is re-publishing the entire list, along with images and information about the architect / developer where we have it.

Some buildings on the list are exclusively reserved for lower income people, while others include a mix of market rate units and subsidized affordable units. Figures for levels of affordability, expressed as number of units reserved for individuals or families at a percentage of Area Median Income (AMI), are taken from the Housing Bureau Report. Buildings that include market units are only receiving city funding towards the affordable units. Note that this list does not contain any buildings which will be required to provide affordable housing as part of the newly passed Inclusionary Zoning Ordinance (which came into effect this month); any future projects funded through the voter approved affordable housing bond; any developments that are funded without the help of the Portland Housing Bureau; or any developments that have been allocated funding since the publication of the report late last year.

The DJC reported* on how development fees are stacking in Portland, potentially affecting the viability of projects currently in development.

After two Design Advice Request hearings earlier in the year, Ankrom Moisan Architects’ 1430 NW Glisan has now been submitted for Design Review. The Business Tribune took a look at how the building has evolved.

The Portland Business Journal covered the 64 apartments about to go up on the site of the former Macadam’s Bar & Grill at 5833 SW Macadam.

With a Pre-Application Conference scheduled for development on the Prometheus Property in South Waterfront—which could include 4 buildings, of 200 to 300 apartments units in each—BikePortland wrote that the “dominoes keep falling for a continuous river path in South Waterfront“.

The Portland Business Journal wrote that the affordable housing development N. Williams Center will include 61 units, with a mix that includes “one-, two- and three-bedroom units, as well as a children’s area, gathering spaces, community gardens and a chicken coop.”

The Oregonian reported on the shortlist for the new director of the Portland Development Commission.

With development exploding in and around the Con-way Masterplan area, the Portland Business Journal took a look at completed and planned buildings at the far end of the Northwest District, including the LL Hawkins, Q21, Leland James Building and Blocks 294E and 295E.

The Oregonian wrote about how a conflict-of-interest probe marks the “latest chapter in Yard building saga”.

It is just over a year since Next Portland last did a roundup of the tallest buildings planned or under construction in Portland. At that time, we counted 25 buildings over 100′ in height planned. Today we count 40. Given the length of time it takes to complete a high rise building, many of the buildings on the 2016 were also on the 2015 list. Four buildings are no longer on the list this year, due to having been completed: Block 17, Pearl West, the Aster Tower and Park Avenue West. Seven buildings that were still in the design phase last year are now under construction. No building on last year’s list is known to have been cancelled.

The developer behind the 174.5’ tall project is Holland Partner Group. The mixed use building will contain 243 residential unit and 6,414 sq ft of ground floor retail. Parking for 207 vehicles is planned in four levels of below grade parking.
