1825 NW 23rd Ave has been submitted for building permit review by Works Progress Architecture:

New 5 story, 64 unit mixed use building with retail in first floor concrete podium. Landscaping, first floor parking and site utilities

A building permit was issued to DiLoreto Architecture for alterations to St Joseph the Worker Catholic Church at 2400 SE 148th Ave:

Partial change of occupancy from A-3 to A-2, additions on east and west elevations of existing church, partial remodel of existing building. Expansion of parking lot, new landscaping and stormwater facilities. New 118 sq ft trash enclosure not reviewed for life safety under this permit.

A building permit was issued for the Redwood Apartments at 1616 NW Everett St (formerly 233 NW 16th Ave):

New 5 story, 50 unit apartment building with groundfloor tenant amenity space, onsite storm water management

A building permit was issued to Mackenzie for a project at 910 SE 7th Ave (formerly 700 SE Belmont St):

New 6 story self-storage building. First floor interior parking

Focus: 33 Affordable Housing Developments Planned for Portland (images)

St Francis Park Apartments

The St Francis Park Apartments, currently under construction in the Central Eastside.

Last December the Portland Housing Bureau delivered its second annual State of Housing Report to the City Council. The report noted the many challenges facing Portland, including that in 2016 “data indicates that housing affordability in Portland in the last year has gotten worse, an issue that is disproportionately impacting low-income residents, Communities of Color, seniors, and individuals with disabilities”. Nonetheless, the report also looked at what the Bureau is doing to address these issues, including: gaining voter-approval of a $258 million Affordable Housing Bond; passage of an Inclusionary Zoning Ordinance; increasing urban renewal funding dedicated to affordable rental housing; and dedicating short-term rental revenue tax to affordable rental housing.

The report listed nearly 1,900 affordable housing units in the production pipeline, split between 33 developments. Next Portland is re-publishing the entire list, along with images and information about the architect / developer where we have it.

Some buildings on the list are exclusively reserved for lower income people, while others include a mix of market rate units and subsidized affordable units. Figures for levels of affordability, expressed as number of units reserved for individuals or families at a percentage of Area Median Income (AMI), are taken from the Housing Bureau Report. Buildings that include market units are only receiving city funding towards the affordable units. Note that this list does not contain any buildings which will be required to provide affordable housing as part of the newly passed Inclusionary Zoning Ordinance (which came into effect this month); any future projects funded through the voter approved affordable housing bond; any developments that are funded without the help of the Portland Housing Bureau; or any developments that have been allocated funding since the publication of the report late last year.

The proposal is for a 6-story, 58 residential unit building. Ground floor parking is proposed. A 7.5 foot pedestrian path is proposed along the north property line. A Type III Design Review is required.

Stack Architecture have submitted a project at N Crawford & N Charleston Ave for Design Review:

Design Review for a four-over-one apartment bldg with 1 level of parking on an undeveloped lot. Project includes 101 units with 40 parking spaces. Two modifications requested: one for ground floor window standard, and one to increase height.

Ankrom Moisan Architects have submitted the office portion of 3rd & Taylor for Design Review:

New 10 story creative office building with ground floor retail space, bicycle parking, and rooftop amenities.

New 5 story, 50 unit apartment building with groundfloor commercial, onsite storm water management

A foundation permit was issued for the Grove Hotel renovation and expansion:

partial – EXISTING BUILDING: demolish north theater addition (portion of building within the new tower footprint) and basement level, ground level, second level + third level- existing slab on grade, existing non-structural partitions, ceilings, finishes, etc. New footings for new shear walls. Install new basement level slab (new lower elevation). New shear walls. EXISTING AND NEW ADDITION UNDERGROUND UTILITIES: water, sanitary, storm, electrical piping. NEW ADDITION FOUNDATION (Foundation = below grade plus ground floor slab): New shoring- steel soldier piles + lagging, tiebacks, and shotcrete. Matt slab on rammed aggregate piers foundation (Geopiers). Basement foundation walls- Shoring becomes permanent basement foundation walls. Basement level cast-in-place concrete columns. Ground level PT slab (entry level at grade).

Change of occupancy from film production to office – shell only. ASCE 41 seismic upgrade. Second story exterior: new brick cladding, new windows. First story exterior:new storefront and accessible entrances. Alteration of interior space to create open courtyard. New roof with new deck. Interior improvements include: new restroooms and bike storage, all new stairs, new ramps. Enclose trash and utility room. Relocate mezzanine to be used as office. **separate tenant improvement permits required.**
