Building permits are under review for The Susan Emmons, an affordable housing development in the Alphabet District, designed by Carleton Hart Architecture.

Every week, the Bureau of Development Services publishes lists of Early Assistance applications, Land Use Reviews and Building Permits processed in the previous week. We publish the highlights. This post covers November 30th, 2020 to December 6th, 2020.

Design Advice has been requested by SERA Architects for Con-way Blocks 261 and 262:

The proposal is for blocks 261 and 262 in the Con-Way Master plan area. The proposed development will be market rate apartments on both parcels. Block 261 will be a 5 story building with tuck under parking (138 residential units), and block 262 will be a 6 story building with basement parking (214 residential units). Stormwater disposal is anticipated to be through dry wells.

Early Assistance has been requested by West Architects for a project at 14900 SE Stark St:

Demo existing building and construct a new 104,418F Type V Affordable Housing Building (with 173 units total). The site has undergone an Early Assistance with a similar program (EA 20-190941), but this application examines a larger building footprint and covered parking under the West wing of the building.

A Pre-Application Conference has been scheduled by Cunningham Development Company to discuss a project at 1500 NE Sandy Blvd:

The project is a 6 story building comprised of: ground floor retail with five floors of wood framed multi-family housing, and 2 levels of below grade parking. Inclusive of the below grade parking, total gsf for the building is approximately 225,000 gross square feet. The ground floor retail is proposed as 16,139 leasable space including a grocer with back of house loading space, residential loading and trash, a residential lobby, and a vehicular access ramp to the below grade parking garage. The below grade parking has one level of parking dedicated for grocer use on P1 and one level of parking dedicated for residential use on P2. Total parking count is 181 total stalls. The five floors of housing consist of 130 housing units. Stormwater is anticipated to be treated via a rooftop eco-roof.

The renovation of the Troy Laundry at 1025 SE Pine St has been submitted for building permit review by Hartshorne Plunkard Architecture:

The Susan Emmons at 624 NW 18th Ave and 1727 NW Hoyt St has been submitted for building permit review:

SUSAN EMMONS – NORTH BLDG – 6-story new construction apartment building. Project to be an affordable, multi-family development consisting of 98 units total.***Review w. 20-211626-MT and 20-211640-CO (Demo of existing structure)

SUSAN EMMONS – renovation, adaptive re-use, and BPON seismic upgrade of the existing 3-story, un-reinforced masonry Buck-Prager building, and new construction of a 4-story, wood-framed addition to the south (South Addition). To be an affordable, multi-family development consisting of 48 units total. Buck-Prager Building and South Addition are structurally separated by a 6″ seismic gap. Review with ***20-202095-MT

A permit revision was issued for a project at 1645 SE Nehalem St:

Value-added revision to add a fifth story (with a total of 75 units) to the new apartment building. Construction type will change to a IIIB.

Metro Reports: Small Division, Analog PDX, Stark Street Project, and more

The Small Division apartments at SE 115th and Division have been submitted for building permit review. The three story building will include 60 units of affordable housing. A second phase, known as the Large Division apartments, will include 138 units of affordable housing.

Early Assistance has been requested by Holst Architecture for the Stark Street Project at 16015 SE Stark St:

Construction of a new 5 story Type III construction, low income multi-family apartment building, with surface parking and courtyard.

Early Assistance has been requested by Fosler Portland Architecture for a project at 5733 NE Martin Luther King Jr Blvd:

Construct new 5 story apartment building with approx 72 units, 20 ground floor parking spaces, two community rooms to provide required common space, bike parking, stormwater treatment via green roof or drywell, inclusionary zoning applies, 10′ setback from alley provided.

Early Assistance has been requested by TVA Architects for a project at 236 SE Grand Ave:

This proposal is for a new, 8-story, 130,000 sf office building with a height of 98′-6″ as calculated per the COP zoning code. Construction is Type IV-B using Cross-Laminated Timber. Below-grade parking with 39 stalls provided with access off of SE Pine St. Loading zone provided w/ separate entry off of SE Pine St. Stormwater will be managed on-site via eco-roof and dry wells if required. Alternate 6-story option also provided.

A Pre-Permit Plan Check has been requested by Propel Studio Architecture for the Bakery Block at 5716 SE 92nd Ave:

The project consists of developing a new public plaza adjacent to the Zoiglhaus brewery in Lents. To create the space for the plaza we are proposing the demolition of the existing single-story carpet warehouse. The back of the site will include an expansion to the existing Zoiglhaus brewery, with a new glass facade to create a more transparent and aesthetically interesting backdrop for the plaza. To create the new public space we are redesigning the area that was the carpet store as well as the existing parking area to create a new urban plaza and a new private street off SE 92nd Ave. This private street will be designed as a woonerf, that will be a mulit-use area for emergency vehicles, private cars on weekdays, but then an extension of the plaza to accommodate the Lents Farmers Market and other community events. The project will include new seating, shade structures, public art, new plantings, and a water feature. The plaza design will also include stormwater management both for the surfaces of the plaza as well for the water from the roof of the extension for the brewery via bioswale and ground infiltration.

Analog PDX at 1835 N Flint Ave has been submitted for a Type III Design Review:

The proposed development is for a 7-story multi-family building with 134 residential units. The building use includes an open courtyard, lobby, gym, active residential amenity space, four townhouses, tuck under parking at grade, and 6 levels of residential units above. The at-grade amenity is a combination of lobby gathering space, shared courtyard spaace, meeting space and a gym. Additional amenity for the residents is dispersed throughout the building, with shared laundry at every-other floor and a kitchen and roof top deck located on the 7th floor. Pedestrian enterances will be located off N Flint, with private residence enterances off N Hancock St, each set back and covered to provide protection at each entry. Vehicle parking access to the site will be from N. Hancock St., along the north western edge of this site. 1 adjustment for oriel windows. 2 modifications, 1 for loading parking and bike parking.
