Every week, the Bureau of Development Services publishes lists of Early Assistance applications, Land Use Reviews and Building Permits. We publish the highlights.

Design Advice has been requested by Gerding Edlen for a project at 5 SE Martin Luther King Jr Blvd:

New mixed-use building containing ground floor retail, office and apartments with height of 200 ft and FAR of approx 370,000 sq ft.

Early Assistance has been requested by em architecture for a project at 1934 NE 45th Ave:

New 25-unit, 5-story, full sprinklered, wood-framed apartment building with flow-through planter at east side of property. No parking included. Will use Community Design Standards.

Early Assistance has been requested by Main Street Development for a project at 304 NE 99th Ave:

6-story, 58 residential unit building. Ground floor parking is proposed. A 7.5 foot pedestrian path is proposed along the north property line.

Early Assistance has been requested by Waechter Architecture for a project at 4806 N Maryland Ave:

Proposal is for a new development of a five level 8 unit residential structure. Four units and common uses on ground level. Four full floor flats above. No on-site parking. Applicant is planning on following community design standards.

Early Assistance has been requested by TVA Architects for a project at 5009 N Interstate Ave:

Proposed project is a 5-story apartment building with 88+ residential apartments. Ground level surface parking will be provided, as well as secure bike room. Will go through design review instead of meeting community design standards.

The Multnomah County Health Department Headquarters has been submitted for Design Review by ZGF Architects:

9-story headquarters building for the Multnomah County Health Department. The building will house public health clinics & administrative offices, and some retail space. See DA 16-116592

Koz Development have submitted 216X SW Yamhill St for building permit review:

Construct new 3 story with basment 30 unit apartment building; bike storage on basement mezannine level; associated site work

A project at 434 NE Stafford St has been submitted for building permit review by Mentrum Architecture:

Construct new, 3 story, 10 unit apartment building, no parking, with trash enclosure less than 120 sf in area, includes associated site work

Grant Park Village Phase II has been submitted for building permit review:

5 story new wood frame construction over one level of sub-grade parking

The first building permits are under review for the Multnomah County Central Courthouse:

The 98 year old Oregonians Credit Union at 1431 SW Broadway will be razed to make for the 19 story Broadway Tower, reported the Portland Chronicle. The office and hotel building by GBD Architects is going in front of the Design Commission for Design Advice on November 5th.

The Oregonian covered a report by Jones Lang LaSalle that found Portland now has the third lowest office vacancy rate in the nation. In a contrast to previous decades, almost all the new office development “is taking place in the central business district and close-in submarkets” and “‘virtually none’ [is] happening outside the central city.”

Portland plans $67 million more in funding for affordable housing over the next decade, according to The Oregonian. The funding will come from existing Urban Renewal Areas, at the expense of other commitments such as streets and parks.

The blog Wood Skyscrapers published images of Works Partnership’s recently completed FrameWork building at NE 6th and Davis.

The Portland Mercury looked at what Portland will look like in 2025.

As Portland experiences a building boom, BikePortland covered the fact that pedestrians and cyclists are often forced into mixed traffic when passing construction sites.

The New Season Woodstock branch opened this week with a rooftop bar.

The AIA Northwest & Pacific Region recently handed out its annual design awards, with Waechter Architecture, Works Partnership Architecture, and Hacker all winning awards. Among the winning projects was the Langano Apartments by Works Partnership.

Pastaworks will close its SE Hawthorne space, reported Eater PDX, and move into Providore Fine Foods Market on NE Sandy Blvd. According to the article other tenants will include “Flying Fish Co., florist Emerald Petals and Arrosto, Pastaworks’ upcoming rotisserie chicken spot”.

In other food market news, Eater PDX also wrote about Pollo Bravo, the “chicken-centric tapas joint” by John Gorham, set to open in the Pine Street Market. The market is now expected to open late this year or early next year.

Urban Development Group is a planning a 30 unit apartment building at 3701 SE Caruthers St, across the street from what the Portland Chronicle described as a “controversial” building by the same developer.

Three houses owned by Concordia University will be demolished to make way for the Faubion Elementary School Rebuild, according to the Portland Chronicle.

Under Construction: Milwaukie Way

Site work has begun on a mixed use development at SE Milwaukie and Claybourne in the Sellwood-Moreland neighborhood. Milwaukie Way will consist of two new buildings with retail on the ground floor and offices on the second floor. Both buildings will be clad in a dark corrugated metal siding. The architect for the project is Ben Waechter.

The Oregonian continued their series on the rapidly changing Central Eastside. One article looked at Ancient Heritage Dairy, which will soon open in the 626 SE Main building. Another focused on The Redd, the planned food and agriculture incubator project by the Ecotrust.

Construction has started on Milwaukie Way, a retail project designed by Ben Waechter, adjacent to a former funeral home in Westmoreland.

The DJC published construction photos of the Hotel Eastlundwhich is set to open in May.

Cup and Bar, a joint cafe and roastery by Trailhead Coffee and Ranger Chocolate, was set to open this week in the newly renovated 107 NE Grand building.
