ART Tower Artists Repertory Theatre
A building permit was issued for the ART Tower, which will be built on the northern half of the Artists Repertory Theatre block, where a portion of theatre has now been demolished. A separate design review application was submitted for renovations to the remaining portion of the theatre on the southern half of the block.

Mixed Use Development. Add two structurally independent buildings to form level outdoor courtyard (for entrance accessibility) on sloped site. No change to existing office/warehouse structure. Project incorporates 2 commercial units. 3 residential units and 1 garage.

Early Assistance has been requested by Barghausen Consulting Engineers for a project at 1525 SE Grand Ave:

The proposal is for a building alteration and expansion of the existing Burger King fast food restaurant and drive-through to accommodate a 12,710 sf CVS/pharmacy with drive-through service with adjacent surface parking for 31 vehicles.

Early Assistance has been requested by Studio 3 Architecture for a project at 8004 SW Capitol Hill Rd:

Remove existing single family home and construct one new, 4-story, apartment building (with 60 units). Site work includes parking and amenities.

A Pre-Application Conference has been scheduled to discuss a project at 1025 SE Pine St:

Removal of existing building area on the northern half of the property (including a loading area and a garage) and to construct a 6-story addition to the property. The property is within the boundaries of the Troy Laundry Building, a historic landmark listed on the National Register of Historic Places.

The renovation of the Artists Repertory Theater at 1515 SW Morrison St has been submitted for a Type II Design Review by Lever Architecture:

Renovation of the existing 18,000sf Artist Repertory Theater (ART) building, which sits above two levels of below-grade parking on a 100’x200′ lot. The existing exterior walls and portions of the existing roof structure will remmain. The center bay of the roof will be restructured to accommodate a larger theater and second floor. The existing covered drive along SW Morrison St will be in-filled with new entry and lobby space. After the renovation, the total area will be approximately 28,000 sq ft plus below-grade parking.

The Portland Proper Hotel at 1202 NW Irving St has been submitted for a Type III Design Review by ZGF Architects:

Nine-story approximate 170,000 gsf full-service hotel including a ground floor lobby and one floor of below-grade parking. The project will utilize a tray-tyle eco-roof system at all available roof levels to the maximum extent reasonable. Adjustment for loading space.

A building permit was issued to Ankrom Moisan Architects for the ART Tower at 1510 SW Alder St:

New 21 story mixed-use residential and commercial development to include 314 apartments, ground floor amenities, top level amenity rooms and terrace and one ground level commercial space, and 3 levels of below grade parking

A building permit was issued to BAMA Architecture and Design for a project at 15225 SE Powell Blvd:

New two story 25 bed, 9987sf wood framed adult care home. 50 sq ft trash enclosure, landscaping

Metro Reports: Market Hill Commons, Live Nation South Waterfront, 1430 N Killingsworth, and more

Market Hill Commons
Early Assistance has been requested for a redesign of the Market Hill Commons. The project was approved in 2016, but has yet to break ground.

Early Assistance has been requested by EM Architecture for a project at 7570 SW 74th Ave:

This proposal is for two new three-story apartment buildings situated on two lots (lot line adjustment needed) in the CM1 and R1 zones at the Tigard/Portland boundaray. Basement level parking is proposed with lined stormwater planters integrated into the structure.

Early Assistance has been requested by Minarik Architecture for a project at 1605 N Rosa Parks Way:

3-story, 18-unit multifamily project. 6 units on each floor. 2 stairs, a bike/utility room, storage room and trash enclosure. Primarily pitched roof over 6:12. All flat roofs have a cornice. Stormwater will be handled via drywell.

Early Assistance has been requested by WDC Properties for a project at NE 55th and Glisan:

New 4-story multifamily residential structure containing 22 apartment units. No parking is proposed. Stormwater will be treated on-site via drywell. Type V-A construction. Ground units to contain (1) accessible type A unit and (6) accessible type B units.

Early Assistance has been requested by Hacker for a project at 1709 SE 3rd Ave:

New creative office development to be developed in 2 phases, as two distinct buildings. “Phase 3” is the renovation of an existing bow-string truss warehouse with basement level parking. “Phase 4” is a 6+ story mass timber office building over two levels of underground parking. Work may include removal of a portion of the existing warehouse building, currently located in the right-of-way.

Early Assistance has been requested for a project at 1318 NW 20th Ave:

Commercial office building over retail. Requesting initial zoning only review of development program concept and height and density provisions, following on previous staff correspondence regarding transition from former EX to CM3 in the Northwest Plan District. No stormwater disposal methods determined at this point.

Early Assistance has been requested by Scotia Western States Housing for the Market Hill Commons at 1475 SW 20th Ave:

Re-design for a re-submittal for a design review fot the 9-unit (4 story+ ground floor parking) condo project.The previous design was approved for 16 units via a Type III review (see LU 15-118576).

A Pre-Application Conference has been scheduled by Hacker to discuss Live Nation South Waterfront:

Proposed interim artist amphitheater including public bathrooms, terraced bleacher seating, performance stage, pedestrian walkways, concession stands and artist back stage venue. Utilities will be installed to all on-site structures. Life of lease 7 years w/extensions.

A project at 3019 NE Martin Luther King Jr Blvd has been submitted for a Type II Adjustment Review:

Adjustment requested to north, west and partial south setback on a new, four-story, six-unit apartment building. Project includes landscaping and bicycle parking.

A project at 1430 N Killingsworth St has been submitted for a Type II Design Review by Kōz Development:

This project building is proposed as a 6-story structure with a height of just over to 72′ above average grade. It will provide an additional multifamily housing opportunity comprised if a total of 154 new apartments. These apartments consist of a variety of studio, 1 bedroom, 2 bedroom and loft units. In addition, 3 retail/commercial spaces comprising of over 3700 sf will be created.

A project at 1130 NE Alberta St has been submitted for a Type II Design Review by Lever Architecture:

New five story mixed-use building with one level below grade. Uses onsite include retail sales and service, restaurant, office and associated services.

A project at 2923 SE Division St has been submitted for a Type II Design Review by William Kaven Architecture:

Proposal for a new three story mixed-use building located on the north side of SE Division Street between SE 29th Avenue and SE 30th Avenue. The project is comprised of two stories of residential apartments over ground floor retail, lobby and three residential units. The project provides a mix of one bedroom (5) and studio (14) apartments, totaling 19 units. Modificaton requested to 33.266.220.C.B Minimum Bike Rack Space Width

A project at 1901 N Killingsworth St has been submitted for building permit review:

New 4-story, 18-unit mixed use building with ground level retail ***mechanical permit separate***

Block 216
The 10th & Alder food cart pod closed over the weekend, in advance of construction of Block 216. The 35-story tower will include a food hall along its entire SW 9th Ave frontage.

Oregon’s first-in-the-nation middle housing bill passed on Sunday, after initially crashing up against the fallout from the Republican walkout. HB 2001 legalizes duplexes, triplexes and fourplexes in the residential zones of cities across the state.

LEVER Architecture project director Chandra Robinson has been appointed to the Design Commission*, writes the Daily Journal of Commerce.

Sunday was the last day for the 10th & Alder food carts, which are moving to make way for Block 216. Eater Portland collected people’s reflections on what was Oregon’s largest food cart pod. An anonymous donation covered the cost of towing, writes the Portland Business Journal.

A Pre-Application Conference has been scheduled by EPR Design to discuss a project East of 12395 SW Clara Ln:

Proposal to construct a new 60-90 bed residential care facility licensed by the State of Oregon for 24-Hour Care. The residents will not be driving or own cars that are parked at the site. There will be one common kitchen and one common dining area. No kitchens provided in the resident rooms. The resident rooms will consist of a sleeping area and a private 1/2 bath. Onsite parking is proposed, a trash enclosure and associated site work and landscaping.

Two proposed 3-story affordable multi-family buildings (one with basement), focused on providing compact apartments/residences for single moms. Project includes (13) 2-BR units (including 1 ADA-accessible unit) and 600 sq ft day care on basement level. Non-contributing

A Pre-Application Conference has been scheduled by Lever Architecture to discuss the renovation of the Artists Repertory Theater at 1515 SW Morrison St:

Renovation of the existing 18,000sf Artist Repertory Theater (ART) building. The renovation will add new theater, rehearsal, office and support space for ART and a dozen affiliated companies in the ART HUB. The expansion will add a partial second floor and increase the total area to approximately 28,000sf. The existing concrete exterior walls and the east and west bays of existing structure will remain. The central portion of the building will be rebuilt with a higher structure to accommodate a large theater and second floor. The existing covered drive will be infilled with a new main entry and lobby space. The two levels of parking below the main floor will remain. Parking Level 1 will be accessed from an entry in the building along SW 15th Avenue. Parking Level 2 will be accessed from a new entry in the future ART Tower. The building will undergo a full seismic upgrade. Given the existing conditions, the project has limited stormwater options. The project team will review with BES

Entire site Grading and Utility permit 18-280322-UTL-01-CO be reviewed concurrently. Permit for 2nd building to come in after this CO and UTL both issued.

A building permit was issued to Works Progress Architecture for Nomad at 5620 N Interstate Ave:

New construction of 7-story Mixed-Use Building; 2-stories C.I.P. Post-tensioned Concrete Slabs and Columns, 5-stories wood-frame. 6 levels of Residential Units with Amenity over 1 Level of Residential Amenity and Retail. Work to the Retail will be included as part of this Permit. The Overall Buillding Height is less than 75ft.

Design Advice has been requested by NBBJ for the OHSU Hospital Expansion Project:

Design Advice Request to discuss construction of a 14 story building on the site of the former School of Dentistry on the OHSU campus. The project is an expansion of inpatient services. Approximately 200 to 300 parking spaces are proposed for use by patients as part of the project. Approval of the project requires this meeting and a Marquam Hill Parking Review.

A structural permit was issued to Lever Architecture for the North Building at the Adidas Campus Expansion:

STR 01 – North building only – Structural frame for new building including 5 levels of below grade precast construction (parking garage) and 5 stories of above grade precast concrete with CLT, glulams, andconcrete slab hybrid construction, work includes mat slab founation and site cast concrete cores with stairs. Work also inlcudes MEP work for below grade parking

A foundation permit was issued to SRG Patnership for the Fourth and Montgomery Building:

Foundation and structure up to bottom of Level 2, for new 3/4 block, 7 story, mixed use building that will house groups from PSU, OHSU, PCC and the City of Portland

Ankeny Apartments

The Ankeny Apartments have been submitted for building permit review. In a rare action the project was denied by the Design Commission in February 2017. The denial was appealed to City Council, who ultimately approved a revised design in August 2017.

Early Assistance has been requested for a project at 2436 SW 6th Ave:

Proposal is to build a skybridge to adjoin two buildings: Terwilliger Plaza a retirement community and a new building located between SW 6th Ave and SW 5th Ave between SW Caruthers and SW Sheridan St. The proposed building is identified as the Parkview Building on the site plans.

The Meyer Memorial Trust Headquarters at 2045 N Vancouver Ave has been submitted for a Type II Adjustment Review by Lever Architecture:

The project consists of a three-story urban office building in Portland, OR. The site i slocated on N Vancouver Ave and bounded by Tillamook St and Interstate 5. The building will be used as the headquarters for Meyer Memorial Trust. The building includes surface parking behind the bulding and an outdoor courtyard and patio.

The Ankeny Apartments at 1122 SE Ankeny St have been submitted for building permit review by YGH Architecture:

New construction of 6 story, 16 unit building w/ one main floor tenant space, rooftop solar and all associated site work ***mechanical and electrical separate***

A building permit was issued to Allusa Architecture for a project at 6822 NE Grand Ave:

Construct new 3 story 6 unit apartment building with associated site work

A building permit was issued for the Division Two Apartments at 3249 SE Division St:

New multi-family 4-story building with 54 units and ground floor retail and parking. Includes site improvements and new retaining wall along n edge of property

A building permit was issued for the Sandy.51 Apartments at 2351 NE 51st Ave:

New 6-story, 85 unit apartment building; ground floor shell only; recycle room; with onsite parking, includes associated site work***with 17-169667-mt permit***

The masterplan for the Pepsi Blocks redevelopment on NE Sandy has been submitted for a Type III Review

Early Assistance has been requested by Urban Development Group for a project South of 2580 SE Ankeny St:

New Multifamily building on the R1 section of the site, in accordance with new RM2 code. This portion of the site is presently zoned R1, soon to be RM2. 12 units are proposed. No parking. Storm water is proposed to be with stormwater planters.

The Pepsi Blocks at 2505 NE Pacific St have been submitted for a Type III Planned Development Bonus Review by Mithun:

The Pepsi Blocks Planned Development project includes the phased demolition of existing Pepsi warehouse buildings, renovation of a mid-century Pepsi warehouse bow-truss structure, the development of five new mixed use market rate and affordable residential and office buildings, th introduction of a shared woonerf street along the formerly vacated Right-of-Way, a new Plaza along Sandy Boulevard and a new Park located in the center of development, and associated underground parking. The phasing schedule envisions entitlements and construction of the first phase immediately following Planned Development approval and will continue with four additional phases. The project will use the Planned Development Bonus for additional height and bonus FAR.

The Halsey 106 development has been submitted for building permit review by Holst Architecture:

6-story, mixed-use development fronting NE Halsey St and the existing Gateway Discovery Park consisting of 40 units of affordable housing and 35 units of market rate housing.

A structural permit for one of the new buildings proposed as part of the Adidas Campus Expansion has been submitted for review by Lever Architecture:

STR 01 – Structural frame for new building including 5 levels of below greade precast construction (parking garage) and 5 stories of above grade precast concrete/mass timber hybrid construction, work includes mat slab founation and site cast concrete cores with stairs. Work also inlcudes MEP work for below grade parking

Under Construction: Block 45 Affordable Housing (images)

This is an updated version of a post originally published on March 29th, 2017.

Construction is underway on a 12-story, mixed use affordable housing development by Lever Architecture and LRS Architects for Home Forward. The project on Block 45 of the Lloyd District is one of the projects that won city funding through the 2015 Super NOFA process. The development was originally envisioned as including a mix of market rate and affordable units, however is now moving forward with all the units intended for people earning earning 60% of area median family income or below. With a total of 240 units, as well as 7,500 sq ft of retail space, Block 45 is the largest single-building affordable housing project to be built in Portland in the last 50 years. 126 long term bike parking spaces will be located in a secure bicycle room at the basement, and 240 spaces will be located within the units. No vehicular parking is proposed.
