Design Advice has been requested by Holst Architecture for the Portland Housing Bureau project at 3000 SE Powell:

Construction of a new 5-story structure (4-over-1) with approximately 175 affordable housing units, 7,000 sq ft of ground floor active uses and 30 parking spaces. There is 35 to 50 feet (or more) of undocumented fill across the site and is assumed that infiltration will not be allowed into this undocumented fill, a connection to the public combo sewer (Hierarchy Category 4) is the only option.

Early Assistance has been requested for a project at the Troy Laundry building at 1025 SE Pine St:

The Troy Laundry building at 1025 SE Pine is a historic landmark on the National Register of Historic Places. Decades after the original structure (the ‘Main Building’) was built, addition areas were added to the north part of the block. The remainder of the block is a surface parking lot.

If we purchase the property, we will renovate the Main Building. Ideally, this will include an internal renovation, exterior repairs that retain the historic character, and addition of a roof deck to the Main Building. We also expect to redevelop the north half of the site with new construction. This will involve removal of the structures built after Main Building was constructed and replacement with a new building (which will likely be flush with the main Troy Laundry building).

We recognize that this redevelopment project will require a Type III review and, therefore, a pre-application conference (and that this EA does not satisfy that requirement). We are seeking feedback only on the questions we submitted in order to assess initial feasibility during our purchase due diligence period.

Every week, the Bureau of Development Services publishes lists of Early Assistance applications, Land Use Reviews and Building Permits processed in the previous week. We publish the highlights. This post covers November 6th to November 12th, 2017.

Early Assistance has been requested by Kasa Architects for a project at 23 NE 151st Ave:

Current code – 50 unit apartment building consisting of two and three room units, a community room, an office and a laundry room. On site amenities will include surface parking, a children’s play area, bike parking, and an enclosure for trash & recycling. On site storm water facility will be provided.

A project at 8116 SE Woodward St has been submitted for building permit review by Fosler Portland Architecture:

Construct new 3 story 19 unit apartment building; no parking; site work included; interior trash enclosre (sep mt)

A project at 5434 SE Milwaukie Ave has been submitted for building permit review by Tahran Architecture & Planning:

Construct new 4 story wit basement 28 unit; no parking; 40 sq ft trash enclosure; site work included 100% inclusionary housing

A project north of 4220 SE 24th Ave has been submitted for building permit review:

New single story building with (2) art studio spaces and (2) bathrooms.
