A design review has been approved for a remodel of the food carts at POD 28, with design by Scott Edwards Architecture. The remodel of POD 28 will include building new structures to provide covered seating, trash management, storage, utilities, and restroom facilities.

POD 28 is located on a 7,560 SF lot in the Buckman neighborhood, on the stretch of SE 28th Ave often known as “restaurant row”. The pod has been in operation for approximately 15 years.

In the new configuration, up to 10 food carts will be arranged to create a central courtyard, with communal seating and a fire pit. At the southeast corner of the site, a new covered deck seating area is proposed. A “garden seating” is proposed at the northeast corner of the site, with seating arranged around a second fire pit.
In between two of the seating areas at the east of the site there will be a new single story support building, with a roof dock on top and trash and restrooms below. A mural will be painted on the façade facing SE 28th Ave, both to act as a wayfinding and branding tool for the project and to avoid a blank wall facing the street.



The reconfiguration of POD 28 was approved through a Type II Design Review, with a decision by Portland Permitting & Development staff. In the decision dated March 12th, it was noted how the remodel will better activate the site:
The reorganization of “POD 28” will enhance the vibrancy of the streetscape by creating new seating areas along the entire street frontage, including covered deck seating to the south, roof deck seating above the restroom/trash enclosure building, and garden seating to the north. These active spaces along with the food carts and additional seating further into the site, will bolster activity along the streetscape and provide visual interest and eyes on the street.
Permits for construction will need to be applied for and approved before work can begin on site.
