Broadway Corridor Parcel 4A Moves Forward (images)

A 14-story affordable housing building has been approved for Parcel 4A of the Broadway Corridor. Located at NW 9th Avenue, the high-rise will be part of a new nine-block development between Old Town and the Pearl District in Northwest Portland. The project is designed by Holst Architecture for Home Forward. Plans for the building include 229 affordable dwelling units, an Early Childhood Education Center, a Workforce Development Center, and community areas for residents.

Parcel 4A is a half-block development within the 14-acre parcel formerly occupied by a U.S. Postal Service office, jointly acquired by Prosper Portland and the Portland Housing Bureau. The site for Parcel 4A is bounded by NW 9th Avenue to the west, NW Johnson Street to the north, NW Park Avenue to the east, and Parcel 4B to the south. To the north, Parcel 6 recently received Design Advice.

As part of the Broadway Corridor Master Plan, Parcel 4A will be located near Union Station, the North Park Blocks, and Pacific Northwest College of Art. Additional future commercial, residential, and open spaces are planned for the other parcels of the former USPS site. Portland Streetcar lines and MAX Light Rail service run nearby the new development.

The new 14-story tower at Parcel 4A will have 229 affordable dwelling units. Among those, there are planned to be 63 family units, 35 Permanent Supportive Housing units, and 15 units designated for residents at 30% AMI with rent assistance.

On the ground floor, the building will include community areas for residents, a Workforce Development Center organized by Urban League of Portland, and an Early Childhood Education Center.

The second floor of the new building will have a community lounge and an outdoor roof terrace with views over the future Green Loop and the extension of the North Park Blocks.

The L-shaped massing steps down to the second floor roof terrace on the southeastern side of the building and carves in at the ground floor for the play area of the Early Childhood Education Center.

Materials for the tower include mass timber/CLT construction with exterior cladding in brick, composite metal plates, profiled metal panels, fiberglass windows, and aluminum curtainwall.

One Standard B loading space will be located on the ground floor along NW 9th Avenue. Bicycle parking at Parcel 4A will include 115 long-term spaces.

The high-rise at Broadway Corridor Parcel 4A was approved by Portland Permitting & Development staff on April 15, 2026. The project is expected to be completed in 2028. The full case file can be found here.
