Architecture and Development in PDX
Design Advice has been offered to Holst Architecture for the second phase of the redevelopment of the Lloyd Cinemas site. The development will contain 520 apartment units and approximately 26,047 sq ft of retail space. 349 vehicular parking spaces are proposed. The project is being developed by a consortium of developers, collectively called Portland Lloyd Center Community, LLC.
The Design Commission has approved the Oregon Convention Center Hotel, which represents one of the final hurdles for the long planned project. The Hyatt Regency branded hotel will include 600 guest rooms and 32,000 sq ft of ballroom and meeting room space. The ground level of the 14 story building will include public facing spaces including the main lobby, a restaurant, bar, the junior ballroom and a 24-hour retail market. The second and third floors will include the main ballroom, meeting rooms, a fitness center, and a Regency Club lounge. Guest rooms will be located in the body of the 180′-6″ tall tower, on levels 3 to 14.
The hotel is being developed by developer Mortenson, with a design team that includes ESG Architects and Mayer Reed Landscape Architecture. The $240 million hotel is being funded from a mix of public and private sources. $165 million will be invested by Hyatt/Mortenson Development, while Oregon Metro will contribute $60 million in bonds backed by lodgings tax revenue expected to be generated by hotel guests. Additional funding sources includes $4 million from Metro’s Convention Center reserves and $10 million from lottery funds.
The Design Commission has approved revised designs for Oregon Square, which will now be split into two phases. The project by GBD Architects will redevelop four city blocks in the Lloyd District owned by American Assets Trust, with development on the western two blocks happening first. The first phase, which will include Blocks 90 and 91, will have a combined total of 619 residential units, 23,738 sq ft of ground floor retail and 169 underground parking stalls. The buildings will be arranged around a new pedestrian only public space, designed by landscape architects PLACE.
A 13-story mixed income development by Lever Architecture and LRS Architects for Home Forward has gone before the Design Commission for Design Advice. The project on Block 45 of the Lloyd District is one of the projects that won city funding through the 2015 Super NOFA process, and will include 240 apartments. 109 of the apartments in the 131’-6’ tall building will be affordable housing, while 131 of the units will be leased at market rates. Approximately 7,000 sq of retail is proposed at the ground floor, facing NE Grand Avenue. No vehicular parking is proposed for the building, however discussions have started with Kaiser about leasing stalls at their proposed parking garage in the evening.

The project at 1400 NE Multnomah would include 677 apartments, 12 live-work units, and approximately 37,780 sq ft of ground level retail. 536 parking spaces will be located on the site, with 438 spaces dedicated for residents and 98 spaces provided to service the retail uses. 1304 long term and 50 short term bicycle parking spaces will be provided. The project is being developed by a consortium of developers, including California based Bob Bisno and Dan Palmer.

The project at 1400 NE Multnomah would include 677 apartments, 12 live-work units, and approximately 37,780 sq ft of ground level retail. 536 parking spaces will be located on the site, with 438 spaces dedicated for residents and 98 spaces provided to service the retail uses. 1304 long term and 50 short term bicycle parking spaces will be provided. ZGF Architects and Kaiser Permanente have gone in front of the Design Commission to receive Design Advice on a proposed parking garage and plaza on Block 80 and 81 in the Lloyd District. The project would create 484-stall parking structure, as well as “a pedestrian plaza, covered public seating, space for a lunchtime food cart pod, a new rain garden adjacent to the streetcar station, and a public bicycle parking facility proposed as part of the Lloyd District Bicycle Parking Program”

Rising to a height of 340′-6″, Block 103 would not only be tallest of the four buildings planned for American Assets Trust’s Oregon Square development, but would also be Portland’s tallest building east of the Willamette. The architects for the 30 story tower are GBD Architects, who are working with PLACE for the landscape design. The building will include 347 residential units and almost 12,000 sq ft of ground floor retail. A rooftop terrace is proposed for level 6 of the building, on top of the lower sidecar portion of the building. The 30th floor is proposed to be entirely given over to amenity spaces, including a community room, demonstration kitchen, private dining room, a fitness center, spa, and kung fu room.

Rising to a height of 244′-8″, Block 90 will be the second tallest of the four buildings planned for American Assets Trust’s Oregon Square development. The 21 story tower will include 274 residential units and over 14,000 sq ft of ground floor retail. A rooftop terrace will be located on top of the podium form at the 6th floor. The entire 21st floor will be dedicated to amenity functions, including a community room, spa, fitness center, yoga room, private dining room and an exterior terrace. The architects for the project are GBD Architects, who are working with PLACE for the landscape design.

Located at the northeast corner of the Oregon Square, Block 102 is one of the two lower buildings planned for the Lloyd District mega development. The 131′ tall building will include 163 residential units in its 11 floors. 11,427 sq ft of retail is planned, with double sided units facing onto the new square, as well as NE Holladay St and NE 9th Ave. Amenities for the tenants will include a roof terrace, dog wash, fitness room and yoga room at level 7. A community room for the use of residents will be located at level 11.
