Every week, the Bureau of Development Services publishes lists of Early Assistance applications, Land Use Reviews and Building Permits processed in the previous week. We publish the highlights. This post covers October 30th to November 5th, 2017.

An addition to the Gateway Baptist Church at 13300 NE San Rafael St has been submitted for a Type II Conditional Use Review by Myhre Group Architects:

Addtion to a church. 2,717 square feet of floor area will be added to the existing 6,814 square foot main church building .The number of parking spaces will be reduced from 171 to 156. The size of the church sanctuary will not be increased and can accomodate 200 people. The fellowhship hall and day care buildings are not expanding.

The U-Store Pearl has been submitted for Type III Design Review by MCA Architects:

New six story storage facility in Pearl District.

The Moxy Hotel at 539 SW 10th Ave has been submitted for Type III Design Review by DLR Group:

Constructon of a new 11-story “lifestyle” hotel, with approximately 175 guest rooms. A loading space is proposed that enters from SW Alder. A drop-off area for hotel guests is proposed on SW Alder. Modifications requested for # of loading berths, bicycle parking requirement, and last mod “TBD”.

A project at 6640 NE Martin Luther King Jr Blvd has been submitted for building permit review by CIDA Architects:

New 4 story mixed use building, 18 apartment units, ground floor shell tenant space, interior trash enclosure. Associated site work. Mechanical permit separate.

A project at 3212 SE Division St has been submitted for building permit review by Quilici Architecture & Design Inc:

New 4-story w/basement, 32 unit apartment building, includes associated site work.***separate mechanical & fire alarm / fire sprinklers***

A project at 6449 SE 128th Ave has been submitted for building permit review by Scott Edwards Architecture:

New 3 story 15 unit apartment bldg., main floor with office laundry facility, trash recepticals, unisex bathroom, 6 units on the 2nd and 3rd floors to include 2-1 bedrooms and 4-studio’s – see 17-264949-mt **** electrical, plumbing separately

A project at 1602 SE Tacoma St has been submitted for building permit review:

New 3 story, 12 unit apartment building with attached trash enclosure, includes associated sitework *** w/ 17-264915-mt ***

A building permit was issued to Fosler Portland Architecture for a project at 1525 N Webster St:

New 3 story apartment building with 19 units with associated site work

A building permit was issued to Leeb Architecture for Harbor Sky Lots 2 & 5 at 1055 N Anchor Way:

New 266 unit apartment building with live-work units, parking and leasing office. 5 story Type IIIB residential building over one story Type IA podium.

A building permit was issued for a project at 5419 SE Woodstock Blvd:

New 3 story 38 unit apartment building; interior trash enclosure; associated site work

Lever Architecture’s Block 45 has been submitted for building permit review

Current code – The project entails demolishing the existing 14,243 sf building & constructing a 20,053 sf market. Stormwater disposal will be dispersed to the adjacent landscape planters/bio filters.

Early Assistance has been requested by Allusa Architecture for a project at 1823 NE 2nd Ave:

Current code – Construction of a two story 8 unit apartment building. Stormwater to be diverted to an onsite drywell. Trash and long term bike parking is located along the east portion of the property.

Please note that this “site” is for the pier which is approx 375′ NE from the parcel this case is “built” on (the parking lot parcel: R540254).Convert existing pier (formally part of “Terminal 1”) into a terminal for river-related activities: floating hotel, watersports, seaplane terminal, spa, park, farmers’ market, and/or other amenities beneficial to adjacent condos and apartment buildings. Parking provided by adjacent parking lot, accessed by greenway trail. They propose to bring in a floating vessel to use for above-proposed activities. (Central City Design District. Central City – River – North Pearl Plan District, Guild’s Lake Industrial Sanctuary).

Current code – Looking to create a Net Zero neighborhood community with 37 to 40 units that will have a mix of detached and attached units. Connected greenspaces will be thoughtfuly provided for children to play and community gardens for neighborly connections. Two plans submitted and plans include the following assumptions water, storm, and sanitary sewer connections.

A Pre-Application Conference has been scheduled to discuss a project at 2855 SW Patton Rd:

Review is for 2018 code changes. Remove the grocery-only condition and redevelop the site with an economically viable use that is compatible with the neighborhood (CM1 zone).
