Design Advice has been offered by the Historic Landmarks Commission to Emerick Architects for a proposed mixed use building at 635 NW 21st Avenue. The 4 story building by Urban Development Partners will include approximately 57 residential units, with a mix of studios, one and two bedroom apartments. 62 car parking spaces would be located in a below grade garage, and 65 bicycle parking spaces would be located in two secure bike rooms. A 10,600 sq ft retail space is proposed at the ground level, which could potentially be divided for multiple tenants.

Construction is underway on the Market Street Apartments, a six-story residential building in downtown Portland. SERA architects designed the building, along with two other projects on the same city block: the planned 12th & Market Apartments and the under construction 12th & Clay Apartments.
Pre-App scheduled for redevelopment of YMCA at 6036 SE Foster Rd
A Pre-Application Conference has been scheduled to discuss a redevelopment of the YMCA at 6036 SE Foster Rd. The project will include a 58-unit residential building to the rear of the site, and a separate building that will house a YMCA Daycare and possible Community Service Use fronting on Foster Rd.

The Hallock & McMillen Building
The Oregonian broke the news of another huge development in the Lloyd District that will add 980 apartments. The project at 1510 NE Multnomah is being designed by Holst Architects for Southern California developer Bob Bisno.
PDX Commons, a cohousing project at SE 43rd & Belmont will displace the Good Food Here food cart pod. Urban Development Partners is targeting the units to retirees.
The Portland Chornicle published images of the single story retail building that will be torn down for a new building by Urban Development Group at 8235 SE 17th.
After a number of false starts, the Hallock & McMillen Building on Naito Parkway is due to be restored. The building is Portland’s oldest surviving commercial structure. The Oregonian looked into its history.
The first completed building at One North is The Radiator, which includes the first earthquake early warning system of its kind in the Northwest.
The board of Portland Public Schools voted in favor of a pre-development plan that will allow NAYA Generations, an inter-generational housing and learning community for Native Americans, to move forward.
Food cart Los Gorditos will be temporarily displaced by the construction of apartments at 4937 SE Division St, however The Portland Business Journal reports that they are close to signing a deal to open in one of the retail spaces in the new building.
Focus: 25 Tallest Buildings Planned or Under Construction
It’s now almost 6 months since the first post on Next Portland. Since then we’ve published over 180 posts and added over 350 projects to our map, which is a testament to the staggering scale of development happening right now in Portland. Much of this development is 4-6 story buildings along the corridors such as N Williams and SE Division, but there is also a large number of tall buildings going up in the Central City, which why we decided to list the 25 tallest buildings planned or under construction.
While the boom of the 2000s was defined by the activity in South Waterfront, today that district has no apartments or condos planned over 6 stories tall. By contrast the Pearl, the Lloyd District and the Central Eastside are all seeing their skylines altered. Activity in Downtown has quieter, but it also has the tallest building in our list, which is now the 4th tallest building in the city.
Where possible, the heights given are the building height as defined in the Portland Zoning Code and published in the Design Commission’s Final Findings. Where indicated the heights have been estimated.

Carbon12, an 8 story wood building, proposed for N Williams
Design Advice has been requested for Carbon12, an 8 story building proposed on N Williams Ave. The project will be the tallest wood building in Portland, with a structural system comprised of glulam columns and beams, with Cross Laminated Timber (CLT) floor decking and shear walls. The project is being designed by PATH Architecture and developed by Kaiser Group, both owned by Ben Kaiser.

Construction is underway on the LL Hawkins Apartments and Slabtown Marketplace, the first major development of the Conway Master Plan, which aims to redevelop several blocks in NW Portland. Plans for Block 296 include renovating an existing warehouse that will become a New Seasons grocery store and constructing a new 6-story mixed-use building that will house retail and apartments. Cairn Pacific and Capstone Partners are developing the project, with design work by Holst Architecture and GBD Architects.

Design Advice offered for OHSU Center for Health & Healing South
Design Advice has been offered to ZGF Architects for the OHSU Center for Health & Healing South. The $200 million project will include two new buildings on adjacent blocks in South Waterfront. The proposed building on Block 29 will include four floors of “ambulatory hospital”, which OHSU defines as facilities for “highly complex outpatient surgeries & invasive procedures”. Above this is a cancer center, where clinical trials by the Knight Cancer Institute will be performed. Block 28 will include above grade parking, and subsidized guest housing for people receiving care in the adjacent facilities. The two buildings will be connected to each other and the existing OHSU Center for Health & Healing building via a set of sky bridges over SW Whitaker St and SW Bond St. Though still at an early stage in their design, current drawings show Block 29 at 196′-8″ tall and Block 28 at 162′-8″ tall.
