The PSU School of Business Administration had its first Design Advice hearing in front of the Design Commission on January 15th. The project is a renovation and expansion of the existing building, which is currently occupied by the School of Business Administration and the Graduate School of Education. The project architectural design is by the Boston office of German firm Behnisch Architekten with Portland-based SRG Partnership. The landscape architects are Mayer Reed.

PNCA 511 Building
The Pacific Northwest College of Art’s 511 Building, officially the Arlene and Harold Schnitzer Center for Art and Design, is nearly ready for students to move in. The building on the North Park Blocks will be the new home for PNCA. Originally constructed in 1918 as the city’s main post office, it was designed by San Francisco architect, Lewis P. Hobart. The building was most recently occupied by the Department of Homeland Security. The renovation has been planned since 2008, when the Federal Government reached an agreement with PNCA to give the building away at no charge.

Creative Office Redevelopment of the Lloyd Center Regal 8 Cinema
- The Design Commission approved the Jefferson 14 Apartments and the Tess O’Brien Apartments. The Commission offered Design Advice on the PSU School of Business Administration and Front 17.
- At the Oregonian, Elliott Njus wrote about the micro apartments proposed at 6012 SE Yamhill St.
- Portland Monthly’s Karen Brooks wrote about Pine Street Market, the new food hall planned for SW 2nd and Pine.
- Brian Libby of Portland Architecture published an interview with John Schleuning of SRG Partnership.
- SERA Architects plan to open to an office in Silicon Valley. SERA project that have been featured on Next Portland include Worldmark by Wyndham, 12th & Clay, AC by Marriott and the renovation/expansion of the Whidden & Lewis building.
- The Portland Chronicle wrote about a community meeting for a proposed building by UDG at 1916 SE 50th.
- The Oregonian reported that the Regal 8 movie theater at the Lloyd Center will close at the end of the month, and be replaced with a creative office development. This project is part of a $50 million redevelopment of the 1960’s mall, which includes a new entry and storefronts along NE Multnomah.
- Eater PDX reported that Rocio’s is set to open in the Creston Lofts at 2850 SE Gladstone St. The new restaurant is a spin off of Ponce’s, “a Beloved San Diego Mexican Joint.”
- The Portland Chronicle published photos of a house at 3423 SE Hawthorne Blvd which is set to be replaced by a 4-story apartment building.
Under Construction on SE Foster: the Portland Mercado (images)
The Portland Mercado is under construction at SE 72nd and Foster. The project, by Hacienda CDC, will create a Latino themed food market, with approximately 20 vendors. An existing building will be converted into a market hall, with an associated commissary kitchen. A taproom will sell beers and wines from across Latin America. Outside, there is space for up to 8 food carts. The intent of the project is that it will also intended to function as a hub for Latino culture in Portland. According to a profile of the project in Portland Monthly, the inspiration for the project comes from Minneapolis’ Mercado Central.

Front 17, a project which will develop 2 acres of vacant along NW Front Ave, is currently going through the Design Advice process. The project will include ground floor retail, an office building, apartments and townhouses. The design is by YBA Architects for Guardian Real Estate Services.
Under Construction in Goose Hollow: Columbia Apartments (images)
The Columbia Apartments are under construction at 1423 SW Columbia. The project, designed by Fosler Portland Architect for WDC Properties, will add 23 apartment units to the Goose Hollow neighborhood. Proposed exterior materials for the four story building include metal panels, cedar siding and stucco. No off-street car parking will be provided. 36 bicycle parking spaces will be available in a secure bike room.
Under Construction in the Central Eastside: 107 NE Grand (images)
A Central Eastside warehouse at 107 NE Grand is currently being redeveloped into new retail/creative office space. The project includes a seismic upgrade of the building, and new landscaping / storm water facilities at the existing car park. The 1922 warehouse is owned by the adjacent Stark’s Vacuums, and was previously vacant. Their retail store will remain. The project design is by Hennebery Eddy.
North Pearl High Rises, Part III: Block 17 (images)
This post is the third in a series on the high-rises currently under construction in the North Pearl. See also Part I about the Cosmopolitan on the Park and Part II about The Overton.
At 178′ tall, Block 17 would dominate almost any other neighborhood in Portland, and yet it is the shortest of the three high rises currently under construction in the North Pearl. The building at NW 12th & Overton is composed of two distinct forms, divided by a semi-public courtyard: a five story low rise building on the eastern half of the block; and a 16 story tower on the western half. Between them, they will create 281 rental apartment units. 210 vehicular parking spaces will be located in a below grade garage. 422 bicycle parking spaces will be provided, with one space in each unit, and the rest in a secure storage room. The building’s design is by Boora Architects for Hoyt Street Properties in partnership with Atlanta-based Wood Partners.

Every week, the Bureau of Development services publishes lists of early assistance applications, land use reviews and building permits. We publish the highlights.
Developer UDG have requested an Early Assistance meeting for a project at 2100 SE Belmont St, a site which has previously been profiled by the Portland Chronicle:

Jones Architecture have requested an Early Assistance meeting for a project at 8247 N Lombard St in St Johns:
Four story mixed use building that includes retail, 100 Apartments and underground parking.
Ankrom Moisan have applied for a Type III Design Review for a project at 915 SE Belmont St. The Oregonian reported on the project, as proposed in 2013:

Nearing completion: the Pitman II Building (images)
The Pitman II Building at SE Water & Hawthorne is nearing completion. The project builds on the success of the original Pitman Building at SE 3rd & Clay, and will convert a portion of an existing warehouse. The project will offer a mix of accommodation, with three production kitchens on the first floor and nine small offices on the second floor. Although the ground floor units are designed to be production kitchens, and not restaurants, the kitchens will be allowed to offer retail sales, and there will be outdoor seating facing SE Water Ave. The project design is by Deca, Inc for Pitman Restaurant Equipment and North Rim Development.
