Under Construction: Block 45 Affordable Housing (images)

This is an updated version of a post originally published on March 29th, 2017.

Construction is underway on a 12-story, mixed use affordable housing development by Lever Architecture and LRS Architects for Home Forward. The project on Block 45 of the Lloyd District is one of the projects that won city funding through the 2015 Super NOFA process. The development was originally envisioned as including a mix of market rate and affordable units, however is now moving forward with all the units intended for people earning earning 60% of area median family income or below. With a total of 240 units, as well as 7,500 sq ft of retail space, Block 45 is the largest single-building affordable housing project to be built in Portland in the last 50 years. 126 long term bike parking spaces will be located in a secure bicycle room at the basement, and 240 spaces will be located within the units. No vehicular parking is proposed.

Affordable Housing at NW 18th and Hoyt approved by Landmarks Commission (images)

A 148-unit affordable housing development in the Alphabet Historic District has been approved by the Historic Landmarks Commission. The development is being designed by Carleton Hart Architecture for nonprofit developer and housing provider Northwest Housing Alternatives. The project will be comprised of two buildings, which with varying levels of affordability (income limits will be 0-60% Area Median Income). The north building at NW 18th & Irving is intended to be workforce housing with no age restrictions. The south building at NW 18th & Hoyt will incorporate and add to the existing Buck Prager building, and is intended to serve low-income, vulnerable seniors. As part of the development the Buck Prager building will receive a seismic upgrade. No vehicular parking is proposed.

Early Assistance has been requested by McGuirl Designs & Architecture for a project at 4509 N Montana Ave:

Construction of three 3-story buildings. 113 units total. No parking proposed. On-site UID for stormwater management. Utilizing community design standards specified within 33.218.140.

Early Assistance has been requested by Ankrom Moisan Architects for a project at 11505 NE Yacht Harbor Dr:

Proposal is for a 221 unit age restricted retirement housing as 5-stories Type II wood over Type 1pt deck/parking garage. Small retail space along with supporting common areas for residents placed throughout the building. The building is proposed with surface and garage parking. Total gross square foot of building is approximately 296,000 gsf. Stormwater will be flow to proposed catch basin/Peak flow storm filter to storm drain lines.

Scope of work is for a new NW Natural Response / Service Center facility not open to visitors. The project site is approximately 4.35 acres. A large portion of the site will remain undeveloped, we have assumed 1.5 acres. The project scope consists of a 3 story industrial response / service center facility, 1 story warehouse storage building, trash enclosure and canopy, fuel tank and canopy, pipe storage 3-sided shed with (3) storage garages and a spoils bins 3-sided shed. Including on-site work and public street improvements for the NWN facilities, parking lot design and bio-swale for stormwater management.

Early Assistance has been requested by Edge Development for a project at 7433 N Chicago Ave:

Construction of two, 3-story multi family residential buildings (12 units in one building, 9 units in the other – for a total of 21 residential units). Will meet community design standards.

A Pre-Application Conference has been scheduled by Leeb Architects to discuss a project at 1500 SW Taylor St:

The proposed project design consists of 100 Residential Apartments on seven floors. Proposal to create a sister building to the 930 SW 15th project across the street. The ground floor includes the lobby, housing units, commercial spaces, a mechanical trash area and parking for 30 cars. The second through the seventh floors includes apartments and a roof top patio and green roof. Site Area = 15,168 SF (.35 acres) The total gross square footage is 74,780. The Development will connect to existing water & storm water pipes in SW Taylor Street.

New 4 story 72 unit multi-family apartment building to include associated site work

A project East of 15935 SE Division St has been submitted for building permit review by AAI Engineering:

New 3 story self storage building with office and accessible bathroom on the main floor with associated site work

A building permit was issued to Hacker Architects for the The Intersection on the Adidas campus at 5055 N Greeley Ave;

new addition between buildings B and C on the West side fo the Adidas village campus

A building permit was issued for the Raleigh 22 apartments at 2222 NW Raleigh St:

New, 6-story housing project with 173 dwelling units, below grade parking garage with 140 parking spaces and 7 EV ready parking spaces, retail space and residential amenity spaces.

A building permit was issued to Frixione Design for a project at 2730 SE Gladstone St (previously 4107 SE 28th Ave):

New 1 story restaurant on existing parking lot including seating area, kitchen, storage, toilet, trash room, bike parking, ramps and upper and lower deck patio. Infill existing driveway ***no occupancy in this permit***

The Redd

The Redd East involves the adaptive reuse of a 1918 ironworks building in the Central Eastside.

Construction is nearing completion on the east building at The Redd on Salmon Street, the two-block food distribution hub by the Ecotrust. The Daily Journal of Commerce published photos of the progress made to date.

In what is believed to be a first for Portland, a quarter of the units at the TwentyTwenty Condominiums are being marketed exclusively to buyers who live in Asia, reports the Oregonian.

The Daily Journal of Commerce published photos of the recently completed Garlington Place Apartments in Northeast Portland. The 52 unit development includes a mix of homes designated as affordable to people earning under 60% of median family income, for veterans, and for clients of the adjacent health clinic in critical need.

The Oregonian reported that the 148-unit affordable housing development at 1727 NW Hoyt St was approved by the Historic Landmarks Commission. Housing activist and attorney Alan Kessler has filed a lawsuit against the City of Portland, over the high cost of extracting public records, according to the Willamette Week. Kessler had requested records related to the involvement of one of the members of the Landmarks Commission during early Design Advice Request meetings.

The Design Commission has approved the Fourth and Montgomery Building, a seven story building in downtown designed by SRG Partnership, with landscape design by Mayer/Reed. The 174,000 sq ft office and classroom building will provide space for the PSU Graduate School of Education, the OHSU-PSU School of Public Health, the PCC Dental Sciences program and clinic, and the City of Portland’s Bureau of Planning and Sustainability, as well as retail space at the ground floor. 82 long term bicycle parking spaces will be required. No vehicular parking is proposed.

The Design Commission has approved an affordable housing development at 9747 NE Glisan St, designed by MWA Architects for Northwest Housing Alternatives.

The Oregonian reported on the Design Commission’s approval of a 159-unit affordable housing project at 9747 NE Glisan St.

With woonerfs proposed at the Pepsi Blocks and Block 216, the Daily Journal of Commerce looked at the Dutch inspired urban design trend.*

NBP Capital plans to buy and renovate the historic Multnomah County Central Courthouse, reports the Oregonian. The building is being sold for $28 million plus 2 years of free rent to the County.

Hat Yai 2.0 will have vegetables, table service, and elbow room, reports Eater Portland. The Thai restaurant is set to open in the Modera Belmont by the end of November.

The Portland Business Journal reports that Muji has opened a pop up shop to give Portlanders a sneak peek at what’s to come when it opens in the Meier and Frank Building.

A new driveway is proposed near the northwest corner of the lot onto SE 3rd Ave for access. This is a zoning inquiry prior to proposing a project. Option 1 is to renovate the existing non-confirming use (grocery store to remain) plus a new 2nd floor ddition for one apartment. Option 2 is to replace the building with a new building to contain ground floor commercial and 2nd floor residential. No development is being proposed at this time.

A project at 5321 NE 13th Ave has been submitted for Type II Conditional Use Review:

Demolish existing structure and construct a new 5-unit multi-family building. Property was originally part of a Conditional Use Review (07-108596).

Nomad at 1431 N Church St has been submitted for Type II Design Review by Works Progress Architecture:

Proposed development is for a seven story building occupying a half city block at N Interstate Ave btwn N Church and N Maryland Ave. The site currently has four structures that will be removed. The proposed building use includes at-grade surface parking, with retail lobby, residential amenities and a residential unit at grade. The next floors with consist of six levels of residential units above.There will be a large shared kitchen,gathering room and covered outdoor space on the 6th floor. Parking and loading access to the site will be from N Maryland Ave along the east edge.

Construct new (3) story 14 unit apartment building with bike storage and trash area on level 1; associated site work

The Design Commission has approved alterations to the Wells Fargo Center, which will include a remodeled entrance on SW 5th Ave, and significant alterations to the Data Processing building on 4th Ave. The project is being designed by West of West, in collaboration with SERA Architects, for building manager Lincoln Property Company.

Weekly Roundup: KEX Portland, Hoxton Hotel, Broadway Tower, and more

The KEX Portland will be located in the historic Vivian Apartments at 110 NE Martin Luther King Jr Blvd. A building permit for the addition, seismic upgrade and change of occupancy is currently under review.

Eater Portland reports that the KEX Portland hostel at will include a restaurant, bar, and rooftop patio bar run by Iceland’s Ólafur Ágústsson, the food and beverage director Iceland’s only Michelin-starred restaurant.

Submarine Hospitality, owners of Ava Gene’s and Tusk, will open a new restaurant and two bars in The Hoxton Hotel (formerly known as the Grove Hotel).

The Daily Journal of Commerce wrote about the Portland Housing Bureau latest rules for affordable housing in condominium developments*, which have been revised from an initial draft that received strong criticism from developers.

The Radisson Red hotel in the Broadway Tower will open in November, reports the Oregonian.

Portland Art Museum director Brian Ferriso and Hennebery Eddy co-founder Tim Eddy spoke to Portland Architecture about the latest designs for the Portland Art Museum Rothko Pavilion.

The Portland Housing Bureau will use housing bond funds to buy, tear down and replace the Westwind Apartments at 333 NW 6th Ave, reports the Oregonian.
