Our weekly roundup covers the stories relating to architecture & development in Portland:

In a 4-1 vote the City Council approved the West Quadrant Plan which will shape the development Downtown, South Waterfront, the Pearl and Goose Hollow for the next 20 years. The lone no vote was Amanda Fritz, who stated that she was “disgusted” at the way the hearing was conducted.

The public got their first chance to see the PNCA 511 Building when it opened for its first First Thursday event. At Portland Architecture Brian Libby writes about his experience of visiting PNCA’s “transformational new home” now that it’s finished and the students have moved in.

The Portland Mercado  has set an opening date of Saturday, April 11. The market will include food cart vendors from regions of Mexico, Colombia, Cuba, Argentina and El Salvador.

After years where South Waterfront was a retail desert, Urban Works Real Estate is now reporting that they are running out of space to offer in the district. They recently announced that have leased the entire 14,000 square feet of retail space at The Ardea.

The Portland Chronicle published photos of the stretch of N Williams / N Vancouver on which the Cook Street Lofts, The Woods and the Cook Street Apartments are all either planned or under construction. They noted that “between the two blocks 360 residential units are in development on property formerly home to three residential dwellings”.

The Oregonian published two articles about the Oregon Square development. The first article focused on the proposed public plaza, and quoted Kyle Anderson of GBD Architects who said that they “definitely see it as being both an amenity and asset to the development, but also a destination.” The second article revealed that that the tower might be the first building in Portland to undergo a peer review of its seismic design, instead of using the prescriptive requirements of the building code.

Chad Rennaker’s Palindrome Communities won the development rights to Lents Town Center Property #1 and Property #2. The Portland Tribune wrote about his plans for Lents, which also includes the Z Haus brewpub and restaurant.

OHSU Center for Health & Healing South

Oregon Health & Sciences University and ZGF Architects have requested Design Advice for a $200 million project in South Waterfront. The Center for Health & Healing South will include two buildings adjacent to their existing building at SW Moody & Gibbs St. The two buildings will be connected to each other and the existing OHSU Center for Health & Healing building via a set of sky bridges over SW Whitaker St and SW Bond St.

Adaptive reuse of the I. O. O. F. Orient Lodge / PPAA Building (images)

The historic I. O. O. F. Orient Lodge / PPAA Building at SE 6th and Alder is being converted into a beer hall and assembly space, set to open later this year. As first reported in the Oregonian ChefStable plan to open the Loyal Legion with 99 Oregon beer halls on tap and an all local menu that includes Olympia Provisions sausages. Union/Pine will operate an event space named Portland Assembly in the upper floor. The architects for the project are John Weil and Design Department.

Under Construction on N Interstate: The Kenton (images)

The Kenton, a four story apartment building, is under construction at 8310 N Interstate Avenue. The project will include 57 studio, one- and two-bedroom apartments and one 1,600 sq ft retail space. The architects for the project are SERA, and the developers Mary Hanlon and Jim Meyer.

The primary building material will be white stucco, with fiber cement panels at the window bays. Aluminum storefront windows will be used at the retail corner and the recessed residential ground floor window bays. The rest of the window units will be vinyl.

SRG Partnership and ZGF Architects have requested Design Advice for two new buildings in South Waterfront, including the OHSU Center for Health & Healing II:

Design Advice Request for new ambulatory care facility on Block 29 and new mixed-use structure on Block 28.

A demolition permit was issued for the PNCA Goodman Building, which is set to be redeveloped as Block 136:

A building permit is under review for a new building by Solterra Systems at 2422 SE 9th Ave:

New 34,000 sf, 5 story building with b, s, f, and a occupancies; ground floor retail; interior bike parking; lower level parking; ecoroof and elevator

A building permit is under review for the New Seasons University Park at 6300 N Lombard St:

Shell only; construction of new 26,500 sf building; associated site improvements and parking, landscaping and utilities

A building permit was issued for a project at 8211 N Montana Ave:

New 6 unit building, 3 story, 2 units on each floor, flat lot, complex

A building permit was issued to SERA Architects for the Market Street Apartments at 1115 SW Market St:

54,000 SF, 6 story apartment building (5/1)

A building permit was issued for the rebuild of the NE Weidler Taco Bell:

New construction of a taco bell restaurant on same property as existing taco bell that will be demolished

Hassalo on Eighth, pt I: Masterplan & Site Design (images)

Since its development in the mid-century, the Lloyd District has always been a major retail and business destination. It has always however lacked residents; at the 2010 census only 1,142 people lived in the district. Hassalo on Eighth intends to change that, by adding 657 apartments units on what was previously a single superblock. The project by American Assets TrustGBD Architects and Place Studio landscape architects also includes 44,000 sq of retail, 1,200 underground car parking spaces and 1,200 bike parking spaces.

  • The Oregonian published the first images of the 14 story tower planned by developer John Carroll for 535 NW 11th Ave. It would occupy a quarter of a block, and contain 98 apartment units.
  • The Portland Business Journal had a look at Jama Software’s new headquarters inside 2&Taylor. The building was formerly the Yamhill Marketplace, and has been extensively remodeled by Hennebery Eddy Architects and Melvin Mark Development.
  • Williams & Dame held a ceremonial groundbreaking on Tuesday for the Riverplace Hyatt House, attended by Charlie Hales and Homer Williams.
  • Restauranteur David Machado will open two new restaurants this spring at the Hotel Eastlund. Altabira will be a “beer-focused American restaurant” located on the roof of the hotel, while Citizen Baker will be a ground-floor bakery and cafe.
  • The Oregonian reported on the various buildings proposed for the Zidell Yards, which include a 113,000 square feet, five stories high office building; a 246,000-square-foot five story office building at 3121 SW Moody Ave; and a six or seven story apartment building at 3201 SW Moody Ave.
  • In ‘Learning for the Future‘ Places over Time looked at the proposed PSU School of Business Administration.

Under Construction: Glisan Commons Phase II (images)

Glisan Commons Phase II is under construction in the Gateway area of East Portland. The project, designed by Carleton Hart Architects for REACH Community Development, will provide 60 units of senior housing for those earning 30-60% of area median family income. The building is designed to allow residents to age in place, with features that include handrails in the hallways and fully accessible units.

1638 NW Overton Street (images)

A 25,000 sq ft warehouse at 1638 NW Overton Street is set to be redeveloped into creative office space. The design by Beebe Skidmore Architects takes the existing 1960 CMU block building and carves out new windows and tenant entrances on the exterior faces. Existing roll up doors will be replaced with storefront glazing or glazed roll-up doors. Internally, the warehouse will be divided into 5 units, with shared a shared lobby accessed from NW 17th Ave and NW Overton St. The property is currently being marketed to prospective tenants by Melvin Mark.
