We publish the highlights. This post covers March 5th to March 11th, 2018. Note that this post includes some projects that were mistakenly added to the previous week’s metro reports. That post has been updated.

Design Advice has been requested by John Weil Architecture for the Providence Park Retail and Ticket Booth Addition:

Proposal is for an addition of a 1,300 sf retail store in existing Providence Park plaza at corner of SW 20th and SW Morrison Streets and reconstruction of existing ticket windows from 3 locations to 1 – 160sf location. Stormwater for retail store is proposed to be utilizing a green roof, tied into stormwater system. Early Assistance has been requested for a project at 2100 N Albina Ave:

Current Code: Proposal to construct a multi-story 40,00sqft self storage facility with parking.

Early Assistance has been requested by Waechter Architecture for a project South of 4236 N Mississippi Ave:

Future code: New mixed use building. Two floors of office space and one floor of residential dwellings (5 units).

Early Assistance has been requested by CE John for a project at 1715 NE 33rd Ave:

Future code: Proposed multi-tenant retail building with surface and rooftop parking. Proposed stormwater disposal – drywells.

A Pre-Application Conference has been scheduled by Livermore Architecture & Engineering to discuss a project at the St Marys Romanian Orthodox Church at 13505 SE Stark St:

A Pre-Application Conference to discuss construction of a one-story parish hall for an existing church. The building is approximately 7,200 square feet. Site improvements associated with this project will include a reconfigured parking area
and a pedestrian plaza between the existing church and the new building. Twenty-seven parking spaces are proposed. There is an option to increase the size of the site by acquiring a portion of the lot fronting on SE 136th (331 SE 136th).

A Pre-Application Conference has been scheduled to discuss a project at 7606 SE Flavel St:

Current code: Multi-family development on existing site with a total of 29 multi-family units. 23 units are new units with a garage per unit. Existing 6-plex to remain with parking provided for each unit in a parking lot. Two existing single-family dwellings are proposed to be separated from the development through PLAs or other process.

A Pre-Application Conference has been scheduled by Mithun to discuss the redevelopment of the Pepsi site at 2505 NE Pacific St:

Future code? A master plan for redeveloping the existing +/-5.16 acre Pepsi Bottling Plant on Sandy Blvd into market-rate and affordable housing, offices, retail/restaurant spaces, open space and associated parking. The project will use the Planned Development Bonus for additional height and bonus FAR and will include publicly-accessible open space.

A revised permit for a project at 1717 SE Tenino St has been submitted for review by Urban Development Group:

Construction of new 4-story 91 unit apartment building with 19 parking spaces

A project at NE 74th and Glisan has been submitted for building permit review:

Construct new 3 story (12) unit apartment building with associated site work

A project at 3967 NE Garfield Ave has been submitted for building permit review:

New 3-story 9 unit apartment building with associated site work. No off street parking

A building permit was issued to Ankrom Moisan Architects for Grand Belmont at 514 SE Belmont St:

New 7-story mixed use building, Type I construction and 5 stories of Type IIIA construction; level 1 – commercial spaces and parking; level 2-7 – 131 residential units.

OPB reporting on how Portland Art Museum is adapting plans for the Rothko Pavilion in order to win over critics.

According to the Oregonian the bidder that intended to purchase an Alaska ferry for use as a floating hotel at 2260 NW Front Ave has backed out of the deal.

The Willamette Week reported that Lents will get a new craft beer bar with food carts, in a currently under construction development at 9316 SE Woodstock Blvd.

The Hollywood Star News reported on the construction of a seven-story, 162-unit condominium project at 1177 NE 21st Ave.

The DJC published photos of the self storage building rising at 910 SE 7th Ave.

Prosper Portland, the agency formerly known as the Portland Development Commission, struggles to make money from the property it owns, writes the Oregonian.

Portlanders for Parking Reform wrote about how a project at 1717 SE Tenino St will include less affordable housing but more parking spaces, as a result of city regulations.

The NW Examiner looked at conflicting opinions of Pearl District residents regarding views of the Fremont Bridge that would be blocked by the Fremont Place apartment tower, which is currently going through design review.

The Portland City Council approved financing and transfer of the land for Block 45With all 240 units now planned to be affordable, the building will be city’s largest single building affordable housing development in 50 years.

The Portland Mercury reported on how the Republican tax plan would eliminate eliminate private activity bonds, a tool commonly used to fund affordable housing projects across the country.

The Willamette Week looked at a potential conflict between two of Governor Brown’s priorities, timber towers and clean air.

BikePortland took a look at the newly built trail adjacent to the planned Tesla Showroom at 4330 SW Macadam Ave.

The Portland Business Journal wrote about the four-story self-storage building that’s coming to a site at 627 SE Division Place.

BikePortland reported that the city’s bicycle and pedestrian advisory committees have expressed opposition to the Portland Art Museum’s Rothko Pavilion.

Portland Shoupistas reported that proposed changes to buildings planned at 1717 SE Tenino5965 SE Milwaukie and 1645 SE Nehalem—which would see 46 parking stalls removed from plans in favor of the addition of 40 affordable units—may not happen, due to the Bureau of Development Services’ interpretation of what counts as “frequent service” transit.

The Pearl East Building at NW 13th & Glisan is currently being reviewed by the Portland Historic Landmarks Commission. According to the DJC the Commission appeared inclined to support the project*, but granted a request by a neighbor to extend the public comment period.

‘Portland For Everyone’ wrote about two buildings in Sellwood-Moreland, at 1707-1725 SE Tenino St and 5965-6003 SE Milwaukie Ave that could be the first buildings to include affordable housing through the Portland’s new Inclusionary Zoning ordinance. Though vested under the old code, the developer is exploring the option of removing the previously required parking spaces and adding affordable units.

The Hollywood Star News wrote about the new development at 5035 NE Sandy Blvd, on the site formerly home to der Rheinlander. The 32,000 sq ft building will include 24,000 square feet leased by Portland Clinic and 6,000 to 8,000 sq ft of ground-floor retail space.

The Willamette Week wrote about how “early signs point to trouble for a record-setting Portland Public Schools bond“. If passed, the $790 bond would include funding to renovate Benson High School and Madison High School, and to raze and rebuild Lincoln High School and Kellogg Middle School.

Oregon Business published images of Portland’s “latest Insta-worthy hotel“, the AC by Marriott.

A gas explosion in NW Portland destroyed the 110 year old Wilfred & Gustav Burkhardt Building, and caused significant damage to nearby buildings including Allied Works’ Ann Sacks Residence at 2281 NW Glisan St. The explosion happened after an underground gas pipeline was struck by a subcontractor performing pre-construction work at the site of the future Restoration Hardware.

The DJC wrote about the partnership* between Beam Development and Urban Development + Partners, who first collaborated on the Central Eastside building SlateFuture projects include the adaptive reuse of the Hotel Chamberlain at 509 SE Grand Ave, a 13-story mixed-use development at 550 SE Martin Luther King Jr Blvd, and a mid-rise creative office building at 525 SE Martin Luther King Jr Blvd.

Construction finished over the summer at Milwaukie Way, the Westmoreland retail development that wraps around Relish gastropub. The Portland Business Journal took a look at how it turned out.

Eater reported that Catalan restaurant Can Font will open a second location, in the ground floor of the Cosmopolitan on the Park.

The Oregonian reported that modern Mexican restaurant Alto Bajo will open early next year in the Hi Lo Hotel.

The Portland Mercury reported that Sellwood burger restaurant Mike’s Drive-In is likely to be replaced by new apartments. Developer UDG recently requested Early Assistance for a 78 unit residential building at 1725 SE Tenino St.

Portland Architecture discussed the design of Portland Art Museum’s proposed Rothko Pavilion with museum director Brian Ferriso.

The Portland Business Journal reported that a groundbreaking ceremony for 9101 Foster was planned for Sunday. The PDC developed building in Lents Town Center will include 54 apartments–16 of which will be affordable housing–and 9,000 sq ft of retail space.

Kevin Howard of Northwest Self Storage wrote in the Portland Business Journal about the boom and the impending bust of self-storage facilities in Portland.

New construction of a 6-story 59unit apartment building including parking and retail on level 1. Levels 3-6 contain a mix of apartment including studios, 1 bedroom, and 2 bedrooms. Level 6 also has an amenity deck along the west property line. Retail space on level 1 is to be built out under a separate permit with no occupancy this permit. Demo of existing building to be under separate permit. Demo plans included for reference only.
