OMSI Masterplan Receives Design Advice (images)

A masterplan for the redevelopment of the land surrounding the Oregon Museum of Science and Industry has gone in front of the Design Commission to receive Design Advice. Up to two million square feet of development could be accommodated on the site, with a mix of uses that are complementary to OMSI’s operations, including residential and commercial uses. The masterplan is being designed by ZGF Architects, building on earlier work by Snøhetta. Gerding Edlen is acting as development advisor.

Metro Reports: ART Tower, Troy Laundry, Portland Proper Hotel, and more

ART Tower Artists Repertory Theatre
A building permit was issued for the ART Tower, which will be built on the northern half of the Artists Repertory Theatre block, where a portion of theatre has now been demolished. A separate design review application was submitted for renovations to the remaining portion of the theatre on the southern half of the block.

Early Assistance has been requested by Barghausen Consulting Engineers for a project at 1525 SE Grand Ave:

The proposal is for a building alteration and expansion of the existing Burger King fast food restaurant and drive-through to accommodate a 12,710 sf CVS/pharmacy with drive-through service with adjacent surface parking for 31 vehicles.

Early Assistance has been requested by Studio 3 Architecture for a project at 8004 SW Capitol Hill Rd:

Remove existing single family home and construct one new, 4-story, apartment building (with 60 units). Site work includes parking and amenities.

A Pre-Application Conference has been scheduled to discuss a project at 1025 SE Pine St:

Removal of existing building area on the northern half of the property (including a loading area and a garage) and to construct a 6-story addition to the property. The property is within the boundaries of the Troy Laundry Building, a historic landmark listed on the National Register of Historic Places.

The renovation of the Artists Repertory Theater at 1515 SW Morrison St has been submitted for a Type II Design Review by Lever Architecture:

Renovation of the existing 18,000sf Artist Repertory Theater (ART) building, which sits above two levels of below-grade parking on a 100’x200′ lot. The existing exterior walls and portions of the existing roof structure will remmain. The center bay of the roof will be restructured to accommodate a larger theater and second floor. The existing covered drive along SW Morrison St will be in-filled with new entry and lobby space. After the renovation, the total area will be approximately 28,000 sq ft plus below-grade parking.

The Portland Proper Hotel at 1202 NW Irving St has been submitted for a Type III Design Review by ZGF Architects:

Nine-story approximate 170,000 gsf full-service hotel including a ground floor lobby and one floor of below-grade parking. The project will utilize a tray-tyle eco-roof system at all available roof levels to the maximum extent reasonable. Adjustment for loading space.

A building permit was issued to Ankrom Moisan Architects for the ART Tower at 1510 SW Alder St:

New 21 story mixed-use residential and commercial development to include 314 apartments, ground floor amenities, top level amenity rooms and terrace and one ground level commercial space, and 3 levels of below grade parking

A building permit was issued to BAMA Architecture and Design for a project at 15225 SE Powell Blvd:

New two story 25 bed, 9987sf wood framed adult care home. 50 sq ft trash enclosure, landscaping

100 Multnomah Office Building Approved by Design Commission (images)

The Design Commission has approved the 100 Multnomah office building, designed by ZGF Architects for Prosper Portland. The project is an addition to the nearly complete parking garage, built to serve the Hyatt Regency at the Oregon Convention Center. The 9-story addition will include approximately 120,000 sq ft of office space on the northern of the site. While the structure of the garage was designed to accommodate up to 2 additional level of parking, no additional parking spaces are proposed beyond those already built.

Metro Reports: Portland Proper Hotel, De Paul Treatment Center, Joe Etzel Field, and more

Design Advice has been requested by ZGF Architects for the Portland Proper Hotel at 1202 NW Irving St:

10-story/170,000 gsf hotel including a ground floor lobby, one floor of below grade parking, and a rooftop amenity.

Early Assistance has been requested for a project at 7918 SE Crystal Springs Blvd:

Construction of a new 150-unit multi-family development in two (2) 4-story buildings. The development will include surface parking, detached garages, outdoor play ground, and open space. Access will be from SE Harney St and SE Crystal Springs Blvd. Stormwater management will be designed to comply with local requirements for the treatment of water quality and quantity. Infiltration rates are high on-site, so detention is not anticipated as part of this project.

Early Assistance has been requested by Scott Edwards Architecture for a project at 3800 SE 164th Ave:

Three story, 71 unit mult-family building, consisting entirely of affordable housing, plus surface parking. Stormwater to be treated on site. A lot line adjustment will be needed as part of the proposal.

Early Assistance has been requested by Ankrom Moisan Architects and the Portland Housing Bureau for a project at 11332 SE Division St:

Project consists of 60 units of low barrier permanent supportive housing located at 11332 SE Division on a 1.07acre site, R1 zoning.

Early Assistance has been requested by Hacker Architects for a project at 4245 SE Milwaukie Ave:

Anticipated to be new 5-story multi-family residential building with level 1 having a partially below grade parking level at NW side of site. Total building will be 124,345 gross sf (105,317 sf FAR). 160 units plus residential amenities. Inclusionary Housing will be triggered, and provided on-site t standard rates. Stormwater treatment is anticipated on-site via interior courtyards and flow-through planters.

Early Assistance has been requested by WDC Properties for a project at NE 55th & Glisan:

New 4-story multifamily residential structure containing 22 apartment units. No parking is proposed. Stormwater will be treated on-site via drywell. Type V-A construction. Ground units to contain (1) accessible type A unit and (6) accessible type B units.

Early Assistance has been requested by The Neenan Company for a project at SE 88th & Powell:

Two-story clinic, classified as traditional office occupancy use, with entrance off Powell and from within site. 175 surface parking spaces, separated as public parking and employee parking. Staff parking entry from east side of site being negotiated with adjacent property owner. Second drive entry on 88th Avenue application being submitted to transportation.

Early Assistance has been requested by GBD Architects for a project at SE 2nd & Ash:

The proposed project is a 79,795 sf building (with less than 60,000 sf of industrial office, 5,000 sf of traditional office, ground floor retail and structured parking).

The building has a day lit basement level and first floor of concrete with 5 levels of Type 3-A heavy timber above. Stormwater will be collected on the roof of the building and treated in flow through stormwater planters on the third level.

A Pre-Application Conference has been scheduled by Guardian Real Estate to discuss a project at 131 NE Martin Luther King Jr Blvd:

Construction of an 8-story hotel and associated public improvements. Guestroom count is expected to be 168 keys. Gross building square footage is expected to be 104,330+/-. Stormwater disposal methods: it is required to provide a 100% eco-roof, with up to 40% exemptions allowed for mechanical and rooftop equipment. However, if the total provided is 70% (or more), all management can be met and direct discharge to the public systems is allowed. Proposal is targeting a minimum of 70% eco-roof.

The De Paul Treatment Center at 830 SE 102nd Ave has been submitted for a Type III Design Review by Holst Architecture:

53,150 sq ft drug and alcohol treatment center for adults. The proposal includes 94 beds for short and medium term inpatient care with associated kitchen and dining areas, as well as meeting and amenity spaces for care recipients. A portion of the building will be used to provide outpatient treatment services and administrative space for building staff. Three modifications are requested: one for maximum setback on 102nd (to be 10′) 33.150.215.C; one for the fence that are more than 50% sight obscuring may be up to 3 1/2 ft high within 10′ of street lot line (33.150.285); and one for the vehicle areas not allowed between building and street in pedestrian district (33.266 Table 266-3).

A building permit was issued to Urban Development Group for a project at 2590 NW Upshur St:

New 5 story wood framed 146 unit apartment building with associated site work

A building permit was issued to SRG Partnership for the University of Portland Joe Etzel Field at 5000 N Willamette Blvd:

New seating and amenities for Joe Etzel field to include: press box, concessions, seating and restrooms. Meeting room, associated sitework and new landscaping between Chiles Center and stadium

PAE Living Building Approved by Landmarks Commission (images)

The Design Commission has approved the PAE Living building, a mixed use office and retail building designed to meet the Living Building Challenge. The building is being designed by ZGF Architects, with developer Gerding Edlen acting as the owner’s representative. PAE Engineers will be one of the occupants. The 5-story building will include approximately 4,500 sq ft of ground level retail and office space, with four floors of office above it. No vehicular parking is proposed.

The PAE Living Building at SW 1st and Pine was recently approved by the Historic Landmarks Commission, and has now been submitted for building permit review.

Early Assistance has been requested for a project at 1726 NE 82nd Ave:

Proposal is for a 77 unit apartment with retail on the ground floor.

Early Assistance has been requested for a project at 5625 NE Glisan St:

Demo existing residential building. Consolidate adjacent lots through the County. Construct 2 new apartment structures on a single lot, 2 building permits. Stormwater to be treated in underground detention in the common courtyard or rear setback.

The Pepsi Blocks Phase 1A at 2505 NE Pacific St has been submitted for a Type III Design Review by Mithun:

Phase 1A of the Planned Development for redeveloping the Pepsi Bottling Plant on NE Sandy Blvd. Includes the renovation of the existing mid-century Pepsi warehouse, one new mixed-income apartment building (218 units proposed), below-grade parking, a new publicly-accessible Plaza, and design of a multi-modal east-west connector (NE Pacific Street Woonerf). Modifications are requested to 33.130242.C: Transit Street Main Entrance and 33.266.200.C: Long Term Bicycle Parking Space Dimensions. Adjustment requested to 33.266.310: Loading Standards

The 1500 SW Taylor Apartments have been submitted for building permit review by Leeb Architects:

Review w/ 19-178918-MT New construction 7-story apartment building. 5-story Type IIIA residential building over a 2-story Type 1A podium. The building contains 105 residential units and amenity spaces. The Podium level structure has parking for 19 cars, 2 loading spaces 71 bicycle parking spaces, a leasing office, a small retail tenant shell space and apartments.

A project at 3240 N Williams Ave has been submitted for building permit review:

New wood frame 4 story mixed use building with associted siteworks. 12 residential units over ground floor. Retail, trash, parking, electrical room and lobby on ground floor. Separate demo 18-177160-co.

A project at 904 SE Division St has been submitted for building permit review by LRS Architects:

New Response/Service Center Facility for NW Natural consisting of a fire-sprinklered 3-story office building and an attached 2-story storage building. Includes reconfiguration of parking and associated site work *** DFS for pre-fabricated metal building *** w/19-186013-MT ***

The PAE Living Building at SW 1st and Pine has been submitted for building permit review by ZGF Architects:

Review w/ 19-158248-MT New construction of 53,646 GSF, 5-story office building in historic district. Project is utilizing elements such as cross laminated timber (CLT), composting toilets, and water filtration/reuse to achieve the Living Building Challenge (LBC) certification. Will house PAE’s Porltand office and other tenants. Includes retal spaces at the ground floor.

Building permits were issued to Holst Architecture for LISAH (Low Income Single Adult Housing) at 8550-8580 N Argyle Way:

Pre fab congregate living facility consisting of 2 floors with 6 type B sleeping units, 1 kitchen and 2 bathrooms per floor.

Portland Building
A report by the City Auditor was critical of aspects of the Portland Building rebuild.

The Daily Journal of Commerce wrote about how architecture and engineering employment continues to surge*, with firms such as SERA, LRS and ZGF now significantly larger than they have been in the past.

The Oregonian reported on an audit that found that the cost of the Portland Building rebuild was obscured by creative accounting.

A load of falsework props spilled at the 140 SW Columbia construction site, reports the Oregonian. There were no injuries.

As the 2019 legislative session draws to a close, HB 2001 is likely to reach the floors of the House and Senate in the next week, reports OPB. The bill, sponsored by House Speaker Tina Kotek, would legalize duplexes, triplexes and fourplexes in cities across Oregon.

The Holden of Pearl senior housing development, as presented to the Design Commission at a second Design Advice Request meeting in February. The project has now been submitted for a Type III Design Review.

A Pre-Application Conference has been scheduled by Guerrilla Development to discuss a project at 701 E Burnside St:

Three major components to this project: 1. Renovation of existing 10,000sf building on northern portion of the site. 2. New 35,000sf 5 story residential building with approximatel 46 one-bedroom units. Anticipated to be wood construction over 1 story concrete podium. 3. New separate building fronting Burnside which will have overhanging second story to continue the ‘Burnside Arcade’

A Pre-Application Conference has been scheduled by LRS Architects to discuss Laurelhurst Village at 3060 SE Stark St:

A Pre-Application Conference to discuss a possible Conditional Use Master Plan for the Laurelhurst Village campus. A 2015 Conditional Use (LU 15-279171 CU AD) approved several new developments on the campus, which have not yet been built. Development approved in that review would be included in the requested Conditional Use Master Plan, as well as other potential expansions that are not yet identfied.

A project at 2525 E Burnside St has been submitted for Type II Design Review by Scott Edwards Architecture:

This project seeks to make exterior modifications to the building located at 2525 E Burnside St and build a new 3-story addition by replacing the existing, adjacent one story structure located at 2519 E Burnside St.

Holden of Pearl has been submitted for a Type III Design Review by Alliance Realty Partners and Ankrom Moisan Architects:

Senior living community with 110 units of R-2 occupancy independent senior living, 131 parking stalls in below-grade parking with total GSF of 296,500 with 42,000 of that amount being below-grade parking. Active uses will be provided along 13th Avenue (per 33.510.225). Those may be lobby, bistro, admin offices, salon or other similar uses complimentary to the community and to development objectives stated for NW 13th Ave.

The 100 Multnomah office building, which would be built on top of the Convention Center Hotel parking garage has been submitted for a Type III Design Review by ZGF Architects:

Ground floor includes parking, retail and residential amenities such as a residential lounge, fitness area, leasing offices, bike storage, and pet area/wash. Design Advice has been requested by Ankrom Moisan Architects for the Morningstar at Laurelhurst, located at 3150 NE Sandy Blvd:

The five-story development has assisted living and memory care units in a single building each caring for the specific needs of its residents. A total of 113 units is proposed. Structured parking with approximately 70 parking spaces is proposed.

49 unit apartment building including 5 live/work units.

A Pre-Application Conference has been scheduled by ZGF Architects to discuss the OMSI Masterplan:

OMSI is working on a CCMP, and hopes to have it approved by the end of 2019.

A Pre-Application Conference has been scheduled to discuss a project at 7606 SE Flavel St:

Multi-family planned development on existing site wit a total of 22 multi-family units and 2 existing single-family dwellings ( with an ADU to be added – Option 1). 16 new multi-family units, 4-6 units with a garage (depending on option). Parking for other new units to be provided in parking lot. Existing 6-plex to remain with existing parking to remain.

A building permit was issued to LRS Architects for the renovation of the former Premier Gear & Machine Works building at 1715 NW 17th Ave:

Core and shell upgrades to the existing building including seismic, roof replacement, new skylights, interior stairs, new elevator and addition of a second level inside the existing building footprint.
