A building permit was issued to Baysinger Partners for a project at 4130 SE Division St:

A building permit was issued to SERA Architects for the Jantzen Apartments at 2050 NE Hoyt St:

New 6 story above grade with full basement. 212 apartments, 114 parking stalls, with retail, common space on ground floor

A building permit was issued to Encore Architects for a project at 1313 E Burnside St:

New, six-story plus basement, 211 unit apartment building and 5,000SF of commercial area with parking above and below grade for 127 vehicle spots (2 DEMO PERMITS on plans 17-240897-CO & 17-240898-CO)

The Design Commission has approved a mixed use building at 550 SE Martin Luther King Jr Blvd, which would include ground floor retail, 77 residential units and 63 long stay hotel rooms. The building is being designed by Works Progress Architecture, and will rise to a height of 94’-3” and 8 stories.  The hotel will operate under the same management as the neighboring Chamberlain Hotel, a historic building that is set to undergo a separate renovation. The project is being developed in collaboration by Urban Development + Partners and Beam Development. One level of underground parking would provide 39 vehicular parking spaces. 122 long term bicycle parking spaces are proposed.

Future code info: Audobon Society of Portland is considering purchasing the lots to create a conservation-focused facility in East Portland. The facility would include environmental education activities, a wildlife hospital, offices, interpretive center, outdoor caging for wildlife and a nature store. It would also include housing staff onsite. They want to ensure that they fully understand what would be allowed at each of these properties.

Early Assistance has been requested by Skylab Architecture for a project at 3205 SW 11th Ave:

Current code (no change to site): Construction of new multi-family, 11 unit residential development (approximately 10,850 sq ft). The building program is arranged into two 4-story bars that step downhill along with the slope of the site. The upper bar will be 4 stories of residential and the lower bar will be 3 stories of residential over 1 level of utility, storage, and parking. Stormwater will be retained onsite with a planter at the south and a basin at the north. Infiltration is not feasible onsite due to the slope, so the planters will be piped to the combined storm/sewer pipe running beneath 11th Ave.

Old Town Chinatown Block 33

An earlier scheme for the redevelopment of Old Town Chinatown Block 33 was presented to the Landmarks Commission in January 2017. The same architecture and development team are now working on a revised proposal that would orient the mass on the western half of the block, where they are seeking an increase in allowable height.

The Oregonian reported that the Adidas Campus Expansion will more than double the size of the company’s North American headquarters.

The Daily Journal of Commerce wrote about the public forum where the three developers* who are vying for the Broadway Corridor Development Opportunity introduced themselves. The Related Companies, Continuum Partners and McWhinney are competing to be chosen as the master developer for the 32-acre site.

Portland City Commissioner Chloe Eudaly reversed her vote on height increases at the waterfront. The change will allow the Riverplace Redevelopment to move forward.

The Oregonian wrote about the debate at City Council over whether heights should be increased on Old Town Chinatown Block 33

City Observatory published an open letter on housing affordability to Portland City Commissioner Nick Fish, written by Portland State University Emeritus Professor Ethan Seltzer. An editorial in the Oregonian argued that the Portland City Council needs to reset its compass.

The Oregonian reported on high-rise apartment units rented as hotel rooms, including at The NV, Block 17 and Park Avenue West.

Portland Architecture interviewed GBD Architects’ Kyle Andersen & Phil Beyl about the firm’s 50 LEED projects (and counting).

A guest editorial in the Oregonian, written by Mark Edlen and Denis Hayes, argued that wood skyscrapers are coming and should be built with Forest Stewardship Council certified wood.

The Lloyd East Anchor Remodel has been submitted for building permit review by LDA Design Group:

Renovate former Sears building. The lower levels will be for retail and office use while the upper level is being expanded by 76,000 sf for a 14 screen movie theater. A new mall entry will be added to the Eastern side of the mall to provide a connection to the exterior and a new theater lobby entry will be located at the corner of the existing parking structure to provide vertical circulation to the mall and theater.

The renovated and expanded Grove Hotel will open this summer as The Hoxton, Portland.

The Daily Journal of Commerce reported that a proposal at 2275 NW Glisan St, which would replace the building destroyed by the December 2016 gas explosion, was lauded by the Historic Landmarks Commission*.

The Portland Business Journal reported ($) that Japanese retailer Muji will move into a 15,000 sq ft space in the renovated Meier & Frank Building.

Vacation rental management company Vacasa has signed a lease to take all four floors of office space at Heartlinereports the Oregonian. The additional space, across the street from their existing office, will provide space for 300 employees or more.

When it opens this summer the Grove Hotel will be operated by “posh UK hotel brand” Hoxton, reports Portland Monthly.

In rejecting the Fremont Place apartments the Willamette Week argued that the city council is sending dangerous signals, leaving developers “uncertain about the rules for winning approval of projects“. After the decision the paper reported that Pearl District residents are “divided and fractious”, with one neighborhood association member concerned about the impact the decision will have on the redevelopment of Centennial Mills and the Broadway Corridor.

The Oregonian reported on City Council deliberations over whether to revive a property tax break for developers who include affordable housing in their projects. During the hearing City Commissioner Nick Fish doubled down on his argument that “more high-end housing supply doesn’t ease demand”, according to the Willamette Week.

A Pre-Application Conference has been scheduled by Livermore Architecture & Engineering to discuss a project at the St Marys Romanian Orthodox Church at 13505 SE Stark St:

A Pre-Application Conference to discuss construction of a one-story parish hall for an existing church. The building is approximately 7,200 square feet. Site improvements associated with this project will include a reconfigured parking area
and a pedestrian plaza between the existing church and the new building. Twenty-seven parking spaces are proposed. There is an option to increase the size of the site by acquiring a portion of the lot fronting on SE 136th (331 SE 136th).

A Pre-Application Conference has been scheduled to discuss a project at 7606 SE Flavel St:

Current code: Multi-family development on existing site with a total of 29 multi-family units. 23 units are new units with a garage per unit. Existing 6-plex to remain with parking provided for each unit in a parking lot. Two existing single-family dwellings are proposed to be separated from the development through PLAs or other process.

A Pre-Application Conference has been scheduled by Mithun to discuss the redevelopment of the Pepsi site at 2505 NE Pacific St:

Future code? A master plan for redeveloping the existing +/-5.16 acre Pepsi Bottling Plant on Sandy Blvd into market-rate and affordable housing, offices, retail/restaurant spaces, open space and associated parking. The project will use the Planned Development Bonus for additional height and bonus FAR and will include publicly-accessible open space.
