Under Construction: Central City Concern Blackburn Building (images)

Construction is underway on the Central City Concern (CCC) Blackburn Building at 122nd & Burnside. The project, designed by Ankrom Moisan Architects, was originally known as the Eastside Health Center, and is part of the “Housing is Health” initiative. The initiative is a partnership between CCC and six local hospitals and health organizations to provide supportive, affordable housing.

The Blackburn Building, named after former CCC President Ed Blackburn, will include affordable housing, health care facilities, a pharmacy and commercial retail space. The 6 story building will include 52 units of respite care transitional housing, 10 units of palliative care housing, 90 units of low-income single room occupancy housing and 34 studios of permanent housing. The integrated housing and clinical services will focus on recovery and mental health services, with some targeted primary care services. The clinic will serve about 3,000 patients annually. Support services at the building will include employment services, housing placement and coordination with other systems.

A Pre-Application Conference to discuss construction of a one-story parish hall for an existing church. The building is approximately 7,200 square feet. Site improvements associated with this project will include a reconfigured parking area
and a pedestrian plaza between the existing church and the new building. Twenty-seven parking spaces are proposed. There is an option to increase the size of the site by acquiring a portion of the lot fronting on SE 136th (331 SE 136th).

A Pre-Application Conference has been scheduled to discuss a project at 7606 SE Flavel St:

Current code: Multi-family development on existing site with a total of 29 multi-family units. 23 units are new units with a garage per unit. Existing 6-plex to remain with parking provided for each unit in a parking lot. Two existing single-family dwellings are proposed to be separated from the development through PLAs or other process.

A Pre-Application Conference has been scheduled by Mithun to discuss the redevelopment of the Pepsi site at 2505 NE Pacific St:

Future code? A master plan for redeveloping the existing +/-5.16 acre Pepsi Bottling Plant on Sandy Blvd into market-rate and affordable housing, offices, retail/restaurant spaces, open space and associated parking. The project will use the Planned Development Bonus for additional height and bonus FAR and will include publicly-accessible open space.

We publish the highlights. This post covers February 26th to March 4th, 2018. Note that this post previously included some projects that should have been included with the following week’s metro reports.

Design Advice has been requested by Ankrom Moisan Architects for a project at 815 W Burnside St:

Proposal is for a new seven story mixed use residential and commercial development which includes 144 mixed, 2-bed, 1-bed and studio apartments with ground floor amenity and rooftop outdoor deck, commercial space and one level of below-grade parking.

Early Assistance has been requested by Deca, Inc for a project at 14507 E Burnside St:

Current code: Proposal is for new construction of a four story apartment building which will be approximately 69,500 SF with 76 dwelling units and a new 21 stall surface parking lot.

Early Assistance has been requested by Dowl for a project at 12044 SE Division St:

Current code info: Partial demolition of existing Burger King (3,929 sq ft reduced to 3,082 sq ft) and development of a new drive thru pad. Project will include new and reconfigured parking and associated landscaping improvements. Stormwater will be disposed on site via drywells New trash enclosure will be constructed to serve the two new restaurants. New pad is 2,507 sq ft.

A building permit was issued for the Parallax apartments at 4030 N Williams Ave:

New 5 story mixed use building; retail on first floor; 4 stories of 66 residential apartments; tuck under parking; associated site work

A building permit was issued to Koz Development for the SW 4th & Grant Apartments at 2211 SW 4th Ave:

New, 6 story 108 unit studio apartment building with mezzanines on 5th and 6th floors.(send all revisions to Gail for review)

A building permit was issued for the parking garage being developed as part of the Convention Center Hotel project:

New 8 story parking garage with ground floor commercial space.

Landmarks Commission discusses New Omni (images)

The New Omni tower has returned in front of the Historic Landmarks Commission for a second Design Advice Request hearing. The 13 story building by Ankrom Moisan Architects would include 135 residential units, over ground floor retail and mechanical parking. The project is being developed by Chad Rennaker’s Palindrome Communities. Rennaker is also behind the adjacent PINTS brewery.

Should the project move forward it could be the first Central City building to be build with inclusionary housing units, with 10% of the units affordable to those earning 60% of Area Median Family Income or less.
